Umsobomvu local municipality requires the supply and delivery of 53 stationery line items — including a4 paper, filing and archiving products, pens, markers, tapes, adhesives, batteries, one a3 laminating machine and one projector — to its offices at 21a church street, colesberg. The re-advertised RFQ is open to suppliers registered on the central supplier database, with sealed hard-copy quotations due in the municipal tender box by 12:00 on 29 october 2026. Award follows the 80/20 preference point system, where 80 points are scored on price and 20 on specific goals split equally between northern cape locality and 100% youth ownership. The single most consequential consideration is that every compulsory document other than the b-bbee certificate must accompany the bid, because one omission renders the quotation non-responsive.
Closing and submission: sealed hard-copy quotation in the tender box at main reception, Umsobomvu Local Municipality, 21A Church Street, Colesberg 9795, envelope marked with the bid description, by 29 October 2026 at 12:00; emailed, faxed, late and incomplete quotations are rejected and no briefing session is held.
Evaluation: 80/20 preference system — 80 points for price and 20 for specific goals, being 10 points for an enterprise registered in the Northern Cape and 10 points for a company 100% owned by youth, each verified by CIPC registration documents and certified ID copies.
Compulsory documents: CSD registration report printout, valid original tax clearance certificate or SARS Tax Compliance Status PIN, certified IDs of members/directors (stamp not older than 6 months), CIPC registration or founding statement, municipal account not older than 3 months and not in arrears for more than 3 months (or lease agreement, or tribal authority letter with affidavit), and proof of no undisputed municipal service debt older than 90 days — omitting any of these except B-BBEE makes the bid non-responsive.
B-BBEE evidence: a certified B-BBEE certificate from a SANAS-accredited agency or IRBA-registered auditor, or a sworn affidavit; not submitting it does not disqualify the bid but forfeits the 20 specific-goal points.
Pricing: all 53 bill-of-quantity items must be priced with firm VAT-inclusive amounts, VAT shown at 15%, the quotation on the bidder's company letterhead and the municipality's address and VAT number 4700193941 appearing on the quote; no fees beyond the pricing schedule are allowed.
Document handling: complete in black ink, no correction fluid, mistakes crossed out in ink and initialled, no retyping, every page returned and the quotation signed by an authorised signatory — any breach disqualifies the bid.
Other conditions: products must be SABS approved, bids remain valid for 90 days, bidders in the service of government (national, provincial, local or state-owned companies) are excluded, late delivery is penalised at the prime interest rate per day of delay, and the contract may be extended on performance by up to 15% of its value.
