The department of planning, monitoring and evaluation requires the supply, delivery and renewal of trend micro licences for a period of 36 months (3 years). Only bidders that are accredited trend micro partners/resellers, proven by a valid trend micro certificate or letter naming the bidder and confirming the partnership is current at bid time, will be considered, and bids without that proof are disqualified. Evaluation runs through administrative compliance, mandatory requirements, functional scoring and finally the 80/20 preference point system, with pricing submitted as a fully inclusive, vat-inclusive annexure b on the supplied microsoft excel template. Bids must be delivered by 11 november 2026 at 11:00 and remain valid for at least 120 days; there is NO compulsory briefing session.
Trend Micro accreditation (mandatory, disqualifying): bidder must be an accredited Trend Micro Partner/Reseller and attach a valid certificate or letter from Trend Micro showing the bidder's name and that the partnership is valid at bid time.
Closing and validity: bids close on 11 November 2026 at 11:00 (also shown on SBD 1); late bids are rejected and bids must remain valid for at least 120 days after closing. No compulsory briefing session is held.
Submission pack: one original proposal plus 5 (five) copies, but only 1 (one) original price proposal and the SBD forms; a detailed proposal responding to every requirement, with Annexure A and the published terms of reference attached.
Pricing: Annexure B must be completed on the supplied Microsoft Excel template (handwritten annexures are administratively non-compliant), must be VAT inclusive where applicable and cover every deliverable; no variation in contract price is allowed after award.
Functionality minima: bids are scored per criterion as weight × panel score, averaged, then expressed as (sum of average scores ÷ (sum of weights × 4)) × 100; criteria carry minimum qualifying scores — weight 5 (essential) needs 15, weight 3 (important) needs 6 or 9, weight 1 (value adding) needs 2.
80/20 preference points: a B-BBEE certificate or sworn affidavit is required; points are claimed for black ownership (≥51% = 5 points, <51% = 1), black ownership with disabilities (3), black women ownership ≥30% (2), black youth ownership ≥30% at closing (3), black military veteran ownership (2), local municipality location (3) and an SMME with profit under R10 million a year (2), verified from the CSD report, ID copies, share certificates, CIPC CoR13 and confirmation letter.
