PRASA requires 140 notebook computers, made up of 10 ultra-light executive 2-in-1 devices and 130 slim business laptops, plus 100 type c 65w usb-c chargers, delivered to umjantshi house in braamfontein, johannesburg, to replace equipment that is out of warranty, uneconomical to repair or lost to theft. Bidders must name the make and model of each of the six laptop classes and the charger, with the three laptops in each class sourced from different oems, and mark compliance against every individual specification item, since any item not met disqualifies the bid. The quotation closes on 26 october 2026 at 12:00 with NO briefing session, and bids must clear mandatory compliance, administrative compliance and a full technical pass before price and preference points are scored on the 80/20 system.
Closing and briefing: quotations close on 26 October 2026 at 12:00; no suppliers' briefing or site visit is held.
Make and model: state the make and model for each of the six laptop classes and the charger, and note that the three laptops in each class must come from different OEMs; an omitted make or model makes the bid incomplete and disqualifies it.
Technical pass or fail: every individual specification item must be met and marked as compliant at Stage 1C — a single unmet requirement results in immediate disqualification before pricing is considered.
OEM authorisation: a letter or certificate from the OEM or distributor confirming the bidder is authorised to sell the proposed notebook computers must be submitted as a Stage 1A mandatory item.
References: two reference letters on client letterheads proving laptop or notebook supply experience, each worth at least R1 000 000 and not older than three years from the RFQ issue date.
Registration and statutory compliance: CSD supplier registration number (bidders not yet registered may register within 14 days after the closing date), a valid original Tax Clearance Certificate valid on the closing date or a SARS PIN, company registration documents, directors' identity document copies, and an original or SANAS-certified B-BBEE certificate or EME/QSE affidavit (JV or consortium bidders must file a combined certificate in the entity's name).
Preference points (80/20): 80 points for price and 20 for specific goals claimed at 4 points each — black women owners, black youth owners, owners who are black people with disability, entities at B-BBEE level 2 or better, and 51% black-owned EMEs or QSEs — each supported by certified identity documents, a doctor's note confirming disability, or a B-BBEE certificate or affidavit as applicable.
