Disqualification risks:

• Failure to attend the compulsory briefing session.

• Failure to submit Annexure C, Annexure 1 or Annexure 2.

Evaluation is conducted in five phases:

• Phase 1: Mandatory Requirements – attendance of compulsory briefing and submission of SBD 1, SBD 3.1, SBD 4. Failure disqualifies.
• Phase 2: Administrative Compliance – submission of SBD 6.1, CSD registration, SARS tax compliance, CIPC registration, B-BBEE certificate/affidavit, NRCS Letter of Authority, Annexure C, Annexure 1 and 2. Failure to submit SBD 6.1, B-BBEE evidence, or Annexures 1/2 forfeits the relevant preference points.
• Phase 3: Technical Evaluation and Specification Compliance – bidder must mark compliance with the specification (15MPa/19mm ready-mix concrete, 300 m³). Marking both comply and non-comply is treated as non-compliance; non-compliance disqualifies.
• Phase 4: Concrete Mix Design – bidders who pass Phases 1–3 will be requested to submit their concrete mix design from their batch plant for review and approval.
• Phase 5: Preference Points System – 80/20 system under PPR 2022. Maximum 80 points for price (lowest acceptable bid scores 80) and 20 points for specific goals.

Specific goals (maximum 20 points):

• Women Ownership: up to 5 points
• Disability Ownership: up to 5 points
• Youth Ownership: up to 5 points
• Location of enterprise (Eastern Cape Province): up to 2 points
• B-BBEE status level 1 or 2 contributor that is an EME or QSE: up to 3 points

Ownership points are calculated pro-rata: e.g. if 60% of shareholders meet the criterion, the bidder gets 60% of the points for that goal.

Proof required for specific goals:

• Ownership by women, disability, youth: Annexure 1 (Percentage Ownership Affidavit)
• Location of enterprise: Annexure 2 (Location of Enterprise Affidavit) plus proof of ownership or rental agreement of premises
• B-BBEE level 1 or 2 EME/QSE: SANAS-accredited B-BBEE certificate or sworn affidavit

Failure to submit proof for a claimed goal means those points are not allocated.

Award may be made to a bidder that did not score the highest points if that bidder offers goods meeting the local content requirements (100% for cement).

Scope: Supply only of 15MPa/19mm ready-mix concrete to the Mzimvubu Water Project – Access Road near Maclear, Eastern Cape.

Estimated quantity: 300 m³ (quantity not guaranteed; actual orders placed as needed).

Concrete must be purchased within a 100 km radius of the site.

Site location: R396 Road, Maclear, Eastern Cape; coordinates 31° 9' 38.88" S, 28° 33' 0.76" E.

Concrete will be used for road structures (bridges, headwalls, culverts, chutes, etc.).

Compliance standards:

• Ready-mix concrete must comply with SANS 878.
• Aggregates must comply with SANS 1083.
• Cement must comply with SANS 50197 and be NRCS-approved (Letter of Authority required).
• No imported cement may be used.

Mix design requirements:

• Maximum water-cement ratio: 0.84
• Slump: to be finalised on site; expected range 40–120 mm
• Minimum compressive strength at 28 days: 15 MPa
• Target average compressive strength at 28 days: 15–20 MPa
• Maximum aggregate size: 20 mm
• Use good quality river/crusher sand for a smooth floatable finish.
• Approved admixtures to reduce water and control slump/workability.
• Batching of concrete on site by the supplier is not permitted.

Delivery/collection:

• The Department will collect concrete using its own mixer truck; payment is per m³ collected.
• The Department gives at least 24 hours' notice before collection.
• Collection hours: Monday to Thursday 06h30–15h15, excluding Fridays 14h00 to Mondays 06h30, all public holidays, and the last Thursday and Friday of each month.
• The bidder must nominate a contact person for scheduling deliveries.
• Ownership and risk pass to the Department only upon signed acceptance of materials as per specification.
• Defective or non-compliant products will be rejected and must be replaced at the supplier's expense.

Quality checks:

• Quality checks must be in place to ensure compliance; strength and slump at point of placement will be monitored.
• Proof of 28-day compressive strength results must be provided after award.

Technical support:

• A representative must be on site within 24 hours of a reported problem.
• A solution must be provided within 24 hours, or replacement products on site within 48 hours at the supplier's expense.

Safety and environmental: bidders must adhere to the Department's Safety and Environmental policies.

The service is supply only of 15MPa/19mm ready-mix concrete to the site.

All loading costs must be included in the price quotation rates.

The Department will collect concrete using its own mixer truck; the bidder must nominate a contact person for scheduling.

The Department gives at least 24 hours' notice before collection.

Concrete must be sourced within a 100 km radius of the site.

Batching of concrete on site by the supplier is not permitted.

All ready-mix concrete must comply with SANS 878.

All concrete aggregates must comply with SANS 1083.

Cement must comply with SANS 50197 and be NRCS-approved.

Minimum compressive strength at 28 days: 15 MPa; target average 15–20 MPa.

Slump expected between 40–120 mm.

Offer valid for 120 days from closing date.

Quantities are estimates; the Department may purchase one product per item, one item, or none.

Delivery basis: Mzimvubu Water Project – Access Road, Eastern Cape.

Delivery to start within 14 days after receipt of order.

State whether price is firm or not firm, and whether offer is strictly to specification.

Failure to initial each page of the bid document renders the bid non-responsive.

Pricing format: firm prices, all-inclusive (VAT, loading, and any other costs) quoted in South African Rand.

Pricing schedule (SBD 3.1) must be completed in full.

Offer validity: 120 days from the closing date.

Payment terms:

• Payment per m³ of concrete collected, confirmed by the batching plant.
• Monthly payment on receipt of specified tax invoices, within 30 days of receipt and approval of the original invoice.
• Payment by electronic funds transfer only; no cash, cheque, or upfront payments.
• No payment for standing time.
• Payment requires collected notes signed by the official checking the collection and batching plant slips.

The Department reserves the right to check quantities loaded at any time.

Quantities in the pricing schedule are estimates; the Department may purchase one product per item, one item, or none.

Bid price must be firm; only statutory changes (VAT, customs/excise levies) may adjust it, with written proof.

CSD registration: mandatory; companies must be registered and comply with National Treasury's Central Supplier Database.

Tax compliance: bidders must be tax compliant with SARS; provide a TCS PIN or CSD number. Each party in a consortium/JV/subcontract must submit a separate TCS certificate/PIN/CSD number.

CIPC registration: companies must be actively registered with the Companies and Intellectual Property Commission (verified through CSD and CIPC).

B-BBEE: a certified copy of the B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) must be submitted to claim preference points. The Construction Sector Code applies.

Local content: minimum threshold for local production and content for cement is 100%. Only locally produced/manufactured cement from local raw materials will be considered. Annexure C must be completed and signed.

NRCS Letter of Authority: must be submitted for the cement manufacturer; re-sellers/suppliers must have copies for all cement products they sell.

No bids will be considered from persons in the service of the state, or companies/close corporations with directors/members in the service of the state.

Foreign suppliers: must complete the questionnaire to bidding foreign suppliers; if not a resident, no branch, no permanent establishment, no source of income, and not liable for tax in RSA, then no TCS PIN is required.

Preference points under PPR 2022, 80/20 system.

The successful bidder must sign the contract form in ink; failure may invalidate the bid.

Mandatory requirements:
