The kwadukuza municipality requires the cutting of grass and litter picking in zone 7.2, Ward 11, within its jurisdiction under a three-year contract. Bidders may tender for one, several or all zones, but NO contractor will be awarded more than one zone. Evaluation runs on the 80/20 preference points system with a 70-point minimum qualifying score, and attendance at the compulsory clarification meeting on 17 november 2026 at 10:00 is a condition of a responsive bid. Tender documents cost r318.00 (VAT inclusive) and must be collected by 15:00 on 16 november 2026, with sealed bids closing at 12:00 on 1 december 2026.
Compulsory clarification meeting: 17 November 2026 at 10:00 at the KwaDukuza Town Hall, front entrance at 104 King Shaka Street only, KwaDukuza, 4450. Doors close at 10:00 sharp, late arrivals are refused, and non-attendance disqualifies the bidder; only bidders holding a tender document may join the discussions.
Closing and submission: 12:00 on 1 December 2026 into the tender box at the KwaDukuza Municipal SCM/Stores Offices, 2 Industria Crescent, Lavoipierre Building, KwaDukuza. Two separately sealed envelopes are required, marked "Stage 1: Technical Proposal" and "Stage 2: Financial Proposal", each bearing MN 64/2026. Late, electronic and faxed bids are rejected.
Minimum score and preference points: bidders must reach 70 points to proceed to further evaluation. The 80/20 system applies under the Preferential Procurement Regulations, 2022, with 20 specific-goals points — 10 for an EME or QSE at least 51% owned by black people and 10 for a service provider within the KwaDukuza Municipal jurisdiction. No proof submitted means no points for that goal.
Mandatory documents: CSD registration, a valid SARS tax clearance verified against the CSD record, all applicable MBDs completed in full, Annexure G residency confirmation stamped by the Ward Councillor showing the director's physical/residential address, and the most recent municipal account or utility bill for the business and its directors (or a landlord letter/certificate of non-arrears, or a Ward Councillor letter or affidavit of exemption). Missing municipal account or exemption evidence renders the bid non-responsive.
Tender document purchase: R318.00 non-refundable and VAT inclusive, payable in cash or by EFT only at the Municipal Finance Directorate, General Justice Mpanza Building, 104 Mahatma Gandhi Street, KwaDukuza, using MN64/2026 as the reference. Documents are available from 10:00 on 29 October 2026 and the purchase and collection cut-off is 15:00 on 16 November 2026.
Pricing and validity: tendered prices must be firm and inclusive of VAT, and the offer remains valid for 365 consecutive days (12 months).
Disqualifiers and award limits: canvassing in any form disqualifies a bid, no bid is considered from a person in the service of any organ of state, and all bidders are screened against the National Treasury Defaulters Database. Only one zone will be awarded to any single contractor, and any award above R4 million requires 30% sub-contracting to an EME or QSE at least 51% owned by black people within the KwaDukuza Municipality jurisdiction.
