Bidders must be registered on the National Treasury's Central Supplier Database (CSD) and have a valid SARS Tax Clearance Certificate verified against CSD.
Bidders must submit a municipal account/utility bill showing no arrears for the business and its directors, or a landlord's letter, Ward Councillor's letter, or affidavit confirming exemption from municipal rates. Failure to submit this renders the bid non-responsive.
A Special confirmation document (Annexure G) must be completed and stamped by the Ward Councillor confirming the director's physical/residential address.
Evaluation uses the 80/20 preference points system. Bidders must achieve at least 70 points to be considered. Up to 20 specific-goal points are available: 10 for being an EME/QSE at least 51% black-owned and 10 for being a service provider within KwaDukuza Municipal jurisdiction, with proof required.
Only one zone will be awarded to any one contractor, regardless of how many zones are tendered. For tenders exceeding R4 million, the successful bidder must subcontract 30% to an EME/QSE at least 51% black-owned within the KwaDukuza jurisdiction.
