Disqualification risks — late, electronic, or faxed tenders are not accepted. Failure to attend the compulsory clarification meeting disqualifies the bid. Canvassing in any form is prohibited and leads to disqualification. Bids from persons in the service of any organ of state will not be considered.

Preference points — the 80/20 system applies under the Preferential Procurement Regulations, 2022. Points claimed for specific goals must be supported by proof; missing proof means no points for those goals.

Functionality — bidders must achieve a minimum of 80 points for functionality to be considered for further evaluation.

Adjudication — evaluation and adjudication follow Council's Supply Chain Management Policy, the MFMA, Council's Preferential Procurement Policy, and other applicable legislation.

Screening — bidders are screened against the National Treasury's Defaulters Database. The municipality may require preferred bidders to form a joint venture with a B-BBEE company, and for tenders exceeding R4 million, bidders must sub-contract 30% to an EME or QSE at least 51% owned by black people within the KwaDukuza Municipality jurisdiction.

Scope — appointment of a project manager as an environmental specialist to review the KwaDukuza Coastal Management Programme.
