Bidders must hold a CIDB contractor grading designation of 8ep or higher, attend a compulsory clarification meeting and site inspection, and pass four evaluation stages including mandatory technical compliance, functionality thresholds of 75% in each sub-stage, a presentation, and final scoring on the 90/10 preference point system.
CIDB grading: Tenderer must be registered with the CIDB in a contractor grading designation of 8EP or higher (or capable of registration before evaluation); for joint ventures, every member must be registered, the lead partner must hold 8EP or at least 7EP with required recognition status, and the combined grading must meet the required level.
Compulsory clarification meeting and site inspection: Tuesday, 27 October 2026 at 10h00 at Border Cricket Grounds (Buffalo Park Stadium), Portion of Erf 16226, 1 Buffalo Park Drive, Acadia, KuGompo City, 5201 (GPS -33.007651, 27.919362); attendance is mandatory and a tender from a bidder not represented will be rejected; online attendees must also have a representative on site; persons arriving more than 15 minutes late will be deemed not to have attended.
OEM participation: Each tender must be supported by the OEM of the luminaires, participating either as tenderer in its own right (holding CIDB 8EP), as a joint venture member (CIDB-registered), or as a named key Subcontractor (providing authorisations and OEM Guarantee and Undertaking); an OEM that tenders in its own right or as a JV member may not support any other tender.
