The western cape department of health and wellness requires the supply and delivery of human allograft tissues, including musculoskeletal, tendon, cardiovascular and ocular products, to all institutions under its control for a three-year period. Bidders must submit a sealed hard copy in the bid box and a USB soft copy with the pricing schedule in ms excel in a separate folder by 04 december 2026 at 11:00, with the hard copy prevailing if the copies differ. Evaluation runs in three phases: mandatory compliance, product and clinical acceptability, then price and b-bbee points under the 80/20 system. A valid sahpra licence, csd registration, and a manufacturer's supply agreement or distribution letter where applicable are mandatory, and failure to submit any invalidates the bid.
Closing deadline — bids close on 04 December 2026 at 11:00; deposit a sealed hard copy in the bid box at the foyer of the main entrance, Western Cape Government Building, M9 Building (Karl Bremer Hospital premises), Cnr Mike Pienaar Bvd and Frans Conradie Avenue, Bellville, and add a USB soft copy with the Pricing Schedule in MS Excel in a separate folder; late bids are not accepted.
Mandatory forms — WCBD 1, WCBD 3.1, WCBD 4, WCBD 5 and WCBD 6.1 must be completed, signed and submitted; omitted, unsigned or duplicated pages and unauthorised alterations invalidate the bid.
SAHPRA licence — a valid SAHPRA licence as manufacturer, distributor or wholesaler of medical devices and IVDs is required; proof of application is not accepted and failure to submit invalidates the bid.
CSD registration — bidders must be registered on the Central Supplier Database at bid closing; if tax compliance cannot be verified, seven working days are allowed to confirm tax compliance.
Manufacturer's supply agreement — if the bidder is not the manufacturer, written proof from the manufacturer with no objection and continued supply is required; failure to submit invalidates the offer.
Product evidence at closure — illustrative brochures of each product offered, confirmation of accreditation, tissue bank and location, processing details, local or imported status, and National Health Act compliance must be submitted by 04 December 2026 at 11:00.
Evaluation and B-BBEE — the 80/20 preferential procurement system applies across three phases, and a B-BBEE status level verification certificate or sworn affidavit must accompany WCBD 6.1 to claim preference points.
