Returnable documents (each must be completed in full and signed, or the bid is non-responsive):

• Original bid document issued by the municipality, with every page initialled by the authorised person.

• Fully completed and signed MBD 1 (Invitation to Bid), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 6.2 (Declaration for Local Production and Content), MBD 6.4, MBD 8 (Declaration of Past SCM Practices) and MBD 9 (Certificate of Independent Bid Determination).

Disqualification risks:

Two-stage evaluation:

1. Functionality (out of 100): bidders must score at least 70 points to proceed.

• Previous experience: 3 valid, signed appointment letters with signed referral letters (not older than 3 months) from public institutions for a protective clothing or related supply contract worth at least R600,000 — 20 points each (60 points total). References must be contactable; fraudulent letters lead to listing on National Treasury's Defaulters list.
• Manufacturer/supplier letters: confirmation of supply within the stipulated time (10 points), that all products are new and defects within 12 months are covered (10 points), and SABS approval certification (20 points).

2. Preference points (80/20 system): 80 points for price (VAT inclusive), 20 points for specific goals — South African (3), Black (3), Women (3.5), Youth (3.5), Disabled (3.5), Military Veteran (3.5). Documentary proof or sworn affidavit required for disability claims.

All goods must be new; no second-hand items accepted. Bidders must tender on all sizes per item.

Scope: supply and delivery of PPE for environmental services for 24 months, covering permanent employees and EPWP workers. PPE must be new, in specified colours and prints, and embroidered with the municipal logo and department wording as specified.

• Navy women's Conti dresses: 65/35 polycotton twill, 230g/m², triple needle stitching.
• Orange EPWP unisex overalls and women's Conti dresses: 65/35 polycotton twill, 230g/m², with reflector lines.
• Blue/Orange golf shirts and T-shirts: 100% polyester, with municipal logo front left and department wording at back.
• Long black socks: mid-calf, antibacterial finish, reinforced heel and toe.
• Safety boots: full grain leather, SABS/ISO 20345, anti-static, black.
• Safety boots for people with foot health challenges: anti-fatigue, anti-slip, ISO 9001 compliant, black.
• General purpose black gumboots and ankle gumboots.
• Navy warm jackets with reflector lines: water resistant polyester with polar fleece lining.
• Navy/Orange freezer jackets: 100% polyester, 160gsm padding, wind and water resistant.
• Navy/Blue jerseys: V-neck, long-sleeve.
• Heavy weight unisex yellow/navy rubberised rainsuits and raincoats.

After appointment, the service provider must communicate with the relevant official to show products and confirm employee sizes before delivery.
