Bids will be evaluated in two stages. First, functionality will be assessed using predetermined criteria, weights, and a minimum qualifying score. Bidders that do not achieve the minimum functionality score will be eliminated. Bids that pass functionality will then be evaluated on price and specific goals using a 90/10 preference point system (90 points for price, 10 points for specific goals). The contract value is estimated to exceed R50 million (all taxes included), so the 90/10 system applies. The price used for evaluation is the price inclusive of all applicable taxes, including VAT. The bidder with the highest total points will be awarded the contract. In the event of equal points, the bidder with the highest specific goal points wins; if still equal, the bidder with the highest functionality score wins; if still equal, the award is decided by drawing lots. The municipality may award to more than one bidder.

The scope covers the design, building, support, and maintenance of a security surveillance capability, including remote site implementation for surveillance infrastructure within the City of Ekurhuleni. The contract runs from the date of award until 30 June 2029. Bidders must demonstrate experience in the relevant technical field and in contracts of similar size. The municipality may contact references. Bidders must provide details of physical facilities, plant and equipment (owned or leased), and staff available for the contract, including qualifications and experience of key staff.

Pricing must be submitted on Form K (Schedule of Prices). The price must include all applicable taxes, including VAT. The bidder must declare that no municipal rates or taxes are in arrears for more than three months, and that the B-BBEE certificate submitted is accurate.

Bidders must demonstrate adequate financial capacity to execute the contract. As proof, bidders may submit one of the following from a registered financial institution: proof of access to credit or financing, bank statements, or funding commitments from development finance institutions. The municipality may, prior to award, request updated financial information. For bids exceeding R10 million (VAT included), bidders must submit three years of annual financial statements (audited or independently reviewed if required by law, or non-audited if not). The price submitted must include all applicable taxes, including VAT. Bids must be priced on the Schedule of Prices (Form K).

Bidders must be registered on the Central Supplier Database (CSD) and provide a CSD number or TCS PIN. Tax compliance will be verified in terms of MFMA Circular No. 90. Bidders must submit a valid B-BBEE status level verification certificate (original or certified copy), or a sworn affidavit (for EMEs and QSEs), or a CIPC certificate, to qualify for preference points. Bidders must not be in the service of the state, nor have directors or managers in state service. Bidders must not have outstanding municipal rates or service charges in arrears for more than three months (for contracts under R10 million) or more than 30 days (for contracts over R10 million), unless a payment arrangement is attached. Bidders must not have failed to perform satisfactorily on a previous contract with any organ of state in the last five years. Bidders must not be listed on the Register of Bid Defaulters. Bidders must submit a municipal account not older than three months, or a signed lease agreement or affidavit if the entity does not own property. Bidders must complete and sign all required forms (Forms A through N). Bidders must submit a valid Authority to Sign or Board Resolution authorising the signatory.

The successful bidder will be required to sign a written contract form (MBD7). The contract is subject to the General Conditions of Contract (GCC) and any special conditions. The contract runs from the date of award until 30 June 2029. The municipality may award to more than one bidder. The municipality reserves the right not to accept the lowest or any bid and to accept a bid in whole or part.

Functionality evaluation will be conducted in accordance with the CoE Supply Chain Management Policy. The criteria, weights, applicable values, and minimum qualifying score will be specified in the invitation. Bidders that achieve the minimum functionality score proceed to price and preference point evaluation; those that do not are eliminated.
