Panel appointment for the supply of approved electronic temperature monitoring devices (24 months) – RFQ/OBP165/2026/27

Returnable documents — all must be completed, signed and uploaded with the bid application:

• SBD 4 (Bidder's Disclosure): discloses whether any director, shareholder or controlling person is employed by the state or connected to anyone at the procuring institution. A false declaration disqualifies the bid.
• SBD 6.1 (Preference Points Claim): claims specific-goal preference points under the PPPFA 80/20 system.
• CSD report and proof of CSD registration.
• Foreign/international companies must complete SBD 1 (request from [email protected]).

Submission channel and format:

• Bidders must register in advance on OBP's E-Procurement portal (link on the OBP website under supply chain). Login credentials are issued once registration is approved.
• Quotations must be submitted online through the portal with all required attachments uploaded. No submissions accepted via email.
• Quotation must be on company letterhead and strictly in PDF format. Word or Excel submissions will not be accepted.
• Suppliers must be registered before any submission; a supplier number will be allocated.
• Offer validity and lead time must be indicated.
• If no reply is received within 14 days of closing, the RFQ was unsuccessful.
• Bidders unable to quote must state so and give a reason.

Disqualification risks:

• Any compulsory document missing, unsigned or not submitted with the quote.
• Quotations received after the closing time.
• Quotations in Word or Excel format.
• Failure to register on the E-Procurement portal before submission.

General conditions:

• All quotations are subject to the General Conditions of Contract July 2010.
• OBP reserves the right to cancel or re-advertise the RFQ.

SCM administration requirements: SBD 4 (Bidder's Disclosure) must be completed, signed and submitted with the bid. Bidders must submit a CSD report and be registered on CSD. Foreign/international companies must complete SBD 1 (request from [email protected]).

Evaluation is on a points system for Price and Preference under the Preferential Procurement Framework Act, 2000, using the 80/20 system.

• Price: 80 points.
• Preference (specific goals): 20 points.

Preference points are awarded as follows:

• 10 points: valid B-BBEE certificate showing at least 51% black ownership.
• 8 points: valid B-BBEE certificate showing at least 30% women ownership.
• 2 points: doctor's note confirming disability, confirmation from the Department of Labour, BEE certificate or equivalent.

Compulsory qualifying requirements (missing any leads to immediate disqualification):

• Bidder must be a manufacturer or an appointed agent. Agents must provide an appointment letter from the manufacturer; manufacturers must provide a valid ISO 9001 certificate.
• Original manufacturer technical datasheets (or COA), product brochures or complete specification sheets for each item quoted.
• Proof of at least two previous supplies of the requested goods in the past 24 months (stamped/signed invoices, delivery notes or reference letters with contact details).
• Completed and signed SBD 4.
• CSD registration and tax compliance.

Panel task orders are awarded to the responsive bidder scoring the highest total points; quality and delivery timeframe are monitored.

Scope: appointment of a panel of suppliers for 24 months for the supply of electronic temperature monitoring devices. Quotes are requested as and when required.

Devices:

• Only quote on the approved list AF-KL-MP-DL Cargo Electronic Monitoring Devices 20012022 (costing table provided).
• Bidders must indicate which approved devices they can supply.

Delivery requirements for each device:

• Calibration certificate and expiry date with each delivery.
• Configured with the correct time zone with each delivery (every monitor).

Panel operation:

• Appointed panel members compete for specific work assignments as operational requirements arise.
• When monitors are needed, SCM emails all panel members requesting quotations.
• Bidders must submit a quotation and a valid B-BBEE status level verification certificate within the stipulated response timeframe.
• Task orders are awarded to the responsive bidder with the highest total points.

Bidders must be manufacturers or appointed agents. Agents must provide an appointment letter from the manufacturer; manufacturers must provide a valid ISO 9001 certificate. Bidders must submit original manufacturer technical datasheets (or COA), product brochures or complete specification sheets for each item quoted. Proof of at least two previous supplies in the past 24 months is required (stamped/signed invoices, delivery notes or reference letters with contact details).

Bidders must quote price per box (excluding and including VAT) for each approved device on the AF-KL-MP-DL Cargo Electronic Monitoring Devices 20012022 list. Approved devices include: Anttail Ant, Bosch Sense S, Bosch Sense T, CalAmp Butterfly, CalAmp SC1004, CalAmp SC1102, CalAmp Etag, Cartasense U-Sensor model 100115, Controlant Model Co10.01, Controlant Saga, Controlant Saga P, Controlant Saga H, Emerson Go Real-time 2G/3G Tracker, Emerson Go Tracker 1.5, Fedex Senseaware 1000, 2000, 3000 and M4, Hanhaa Parcelive, Kirsen A-Type, Libero G E/F/H/L/S, Moog Crossbow ILC 2000, Onasset Sentry 400/500/600, Onasset Sentinel 100 (A,b,L,P,S) and (c), Roambee Beesense, BeeBeacon Plus, BeeBeacon, Sendum PT300 (D), Sensitech T11013050 geo Ultra Alkaline Data Logger, Sensitech 11013070 Geo Ultra dry alkaline, Skycell AG Savy Sensor, Sony Mobiam, Stracker PT35, TagNtrag SLB1 (smart label), Tive TT3000, TT4000, 7000, 7100, Versa 1, 7P Solutions DG100, GL300 WCDAMA, GL300 MG. Delivery cost must be quoted separately per shipment.

Pricing:

• All prices must be VAT exclusive. If no indication, prices are evaluated as exclusive.
• Delivery cost must be quoted separately from the items, per shipment.
• Price per box must be quoted for each approved device, excluding and including VAT.
• Exchange rate fluctuations (where applicable) are not for OBP's account.

Payment terms:

• 30 days after statement.

Offer validity:

• Bidders must indicate offer validity and lead time; the offer remains binding for the validity period indicated.

Mandatory registrations and certificates:

• CSD registration (Central Supplier Database, National Treasury) and submission of the CSD report.
• Tax compliance status.
• B-BBEE status level verification certificate (required with each panel quotation).
• SBD 4 (Bidder's Disclosure) — completed, signed and submitted with the bid.
• SBD 6.1 (Preference Points Claim) — for claiming specific-goal points.
• Manufacturers: valid ISO 9001 certificate. Agents: appointment letter from the manufacturer.
• Foreign/international companies: SBD 1 (request from [email protected]).

Preference points (specific goals) require:

Total specific-goal points: 20. Failure to submit the required evidence with the quote is an immediate disqualification.

The contract is a panel appointment for 24 months. Quotes are requested as and when required. Task orders are awarded to the responsive bidder scoring the highest total points. Quality and delivery timeframe are monitored. All quotations are subject to the General Conditions of Contract July 2010. Payment terms are 30 days after statement.
