Bids must be deposited in the bid box at the reception desk of the Supply Chain Management Unit, upper level, West Wing, Mogale City Civic Centre, Corner Commissioner and Market Streets, Krugersdorp, 1740, before 11:00 on 08 September 2026. Late, faxed or emailed bids will not be accepted. Bids must be submitted on the official original forms, completed in black ink by hand; typed, scanned, re-typed, or electronically completed forms are invalid, as are those in pencil or erasable ink. No pages may be removed from the tender document, and no electronic signatures are accepted. Returnable forms: MBD 1 (Invitation to Bid), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 8 (Declaration of Past Supply Chain Practices), MBD 9 (Certificate of Independent Bid Determination), CSD registration report, proof of municipal rates/lease/affidavit as applicable, authority of signatory or board resolution, and the signed compulsory briefing attendance register. A 2% Corporate Social Responsibility contribution (inclusive of 15% VAT) is levied on successful bidders not based in Mogale City's area of jurisdiction. The municipality may negotiate a fair market-related price with recommended bidders. The validity period is 120 days.

Adjudication uses the 80/20 preference point system. Functionality is evaluated out of 100 points; bidders must score a minimum of 50 points to be appointed to the panel. At the RFQ stage, 80 points are allocated for price and 20 points for specific goals under the PPPFA 2022.

Specific goals points: within Mogale City boundaries (10 points), within West Rand District Municipality but outside Mogale City (6 points), within Gauteng Province but outside West Rand (4 points), outside Gauteng (0 points), youth enterprise (5 points), woman-owned enterprise (5 points). Verification: municipal account/lease agreement/rental statement for area of jurisdiction; Central Supplier Database for youth and women-owned enterprise points.

The tender is for the appointment of a panel of service providers for the supply and delivery of information resources and e-resources on an as-and-when-required basis for a three-year period for Mogale City Libraries. Bidders must provide details of previous relevant experience, including projects of similar or larger size and similar type of work, with value, year, and references. Bidders must list key staff intended for the contract, including qualifications and experience. Bidders must describe physical facilities, plant and equipment available, and provide a list of shareholders with identity numbers, citizenship, HDI status, and ownership percentages.

Bidders must provide details of relevant previous experience, specifically projects of similar or larger size and/or similar type of work, including value (VAT excluded), year(s) executed, and references. Bidders must also provide information on key staff intended for the contract, including name, position, qualifications, and experience.

Prices must be in South African Rand and inclusive of VAT for registered VAT vendors. Non-VAT vendors whose turnover would exceed R1 million if awarded must include VAT and register with SARS within 21 days of award. If VAT is excluded, the contract price remains exclusive of VAT and the bidder absorbs the financial implications. The municipality may negotiate a fair market-related price with recommended bidders.

Non-VAT vendors whose turnover would exceed R1 million if awarded must include VAT in their prices and register with SARS within 21 days of award; otherwise, if VAT is excluded, the contract price will remain exclusive of VAT and the bidder absorbs the financial implications. Municipal rates and taxes: the bidding entity and its directors must submit a municipal account not older than 90 days and not in arrears, or alternative proof such as a lease agreement, rental statement, confirmation from municipality/tribal authority, or sworn affidavit as applicable. Bidders must complete and sign the compulsory briefing attendance register. Authority of signatory or board resolution is required for entities other than sole proprietors. Bids from persons in the service of the state will not be considered.

The contract will be for a three-year period. The successful bidder must sign a written contract form (MBD 7). The municipality reserves the right to accept a tender in whole or in part, and to appoint or not appoint. The validity period is 120 days.
