Bidders must not be listed on the Register for Tender Defaulters or the List of Restricted Suppliers. 1.1 Any person (natural or juristic) may make an offer or offers in terms of this invitation to bid. In line with the principles of transparency, accountability, impartiality, and ethics as enshrined in the Constitution of the Republic of South Africa, 1996 (Constitution), and further expressed in the various applicable legislation, it is required for the bidder to make this declaration in respect of the details required hereunder.

Bidders must complete SBD 4 (Declaration of Interest), disclosing any employment by an organ of state, relationships with procuring institution staff, and interests in related enterprises. Preference points are claimed under the Preferential Procurement Regulations 2022. The applicable system is either 80/20 (for requirements up to R50 million) or 90/10 (above R50 million), as determined by the organ of state. Points are allocated for price and specific goals. Bidders claiming specific goals must submit supporting documentation with the bid; failure to do so results in zero points for those goals. The organ of state may require substantiation of any preference claim before or after adjudication.

Bidders must be registered on the Central Supplier Database (CSD) and have a valid tax compliance status. Bidders claiming preference points for specific goals must provide the required proof, such as certified ID copies, company registration documents, CSD full detail report, certified B-BBEE certificate or sworn affidavit, and for disability, a medical certificate from an HPCSA-registered practitioner.

The tender is for the hire of a guest speaker, with quantity of 1 each. The detailed specification is provided in Annexure A.

Quotations must be emailed to [email protected]. Include the quotation reference number, validity period, delivery period, CSD Master registration number (MAAA), and tax compliance status PIN. Quotes must be on company letterhead, show VAT registration number if VAT registered, and be detailed, specifying services and costs. Required documents: completed SBD 4 and SBD 6.1, e-filing copy of valid tax clearance certificate, certified ID (not older than 6 months), certified CIPC registration (not older than 6 months), certified B-BBEE certificate or sworn affidavit (not older than 6 months), and OEM certification where applicable. All certified copies must have a Commissioner of Oath stamp dated within 6 months of the closing date; otherwise they are invalid and the bidder scores zero for that specific goal. Quotations received after the closing date and time will not be accepted. Stats SA may request additional information and bidders must comply within the given timeframe or the quote may be regarded as non-responsive.

Evaluation uses the 80/20 system: 80 points for price and 20 points for specific goals and preferential points. Specific goals and points: Race (Black) 10 points, Women 5 points, Disabled 2 points, Youth (below 35 years) 3 points. Points for equity ownership by an HDI are calculated using a formula based on the percentage of equity ownership. Bidders claiming points must provide proof for each goal: for race, women, and youth – certified ID, company registration, CSD full detail report, and certified B-BBEE certificate or sworn affidavit; for disability – a medical certificate from a medical practitioner registered with HPCSA. The appointment will not necessarily be based on the lowest quotation. Stats SA reserves the right not to award, to negotiate prices, to award partially, and to procure only some items.

The scope is the hiring of one guest speaker, as detailed in Annexure A (attached specification). Quantity: 1 each.

Prices must be valid (firm) for the duration of the order. Prices dependent on exchange rates should factor in price escalations. Stats SA will not provide upfront payment; payment will be made upon receipt of goods/services and within 30 days of receiving a valid invoice. Market-related prices will be negotiated with the preferred service provider.

Bidders must be registered on the Central Supplier Database (CSD). Required forms: SBD 4 (Declaration of Interest) – must be completed and signed; failure may lead to disqualification. SBD 6.1 (Preference Points Claim) – must be completed and signed. Provide a valid tax clearance certificate (e-filing copy). Provide certified copies of ID, CIPC registration, and B-BBEE certificate or sworn affidavit, all certified within 6 months of closing date.
