• Qualifications (20): 20 if all proposed developers hold NQF Level 7+ in IT/Computer Science/related field (certified copies); 10 if at least one holds NQF Level 6; 0 otherwise.
• Qlik Experience (20): 20 for 5+ years practical QlikView/Qlik Sense experience (dashboard development, scripting, data modelling, QVD management, migration, troubleshooting, optimisation); 10 for 3-4 years; 0 for less than 3 years or insufficient evidence.
• Azure Synapse Experience (20): 20 for 5+ years in Azure Synapse Analytics, ETL/ELT, SQL, Azure Data Factory, data warehousing, performance optimisation; 10 for 3-4 years; 0 for less.
• Project Methodology (10): 10 for comprehensive methodology covering implementation approach, migration strategy, testing, QA, risk management, knowledge transfer, governance, support; 5 for partial; 0 for none or poor understanding.

Price and preference: 80 points for price, 20 for specific goals (B-BBEE status levels and ownership categories).

Objective: procure two Business Intelligence Developers for 24 months to modernise ACSA's BI environment.

Scope of work:

• Convert QlikView licenses to Qlik Sense licensing model; advise on optimal license types (Professional, Analyzer) based on user roles.
• Maintain and support QlikView during migration, then Qlik Sense post-migration; ensure uptime, performance, and issue resolution via SLAs.
• Migrate QlikView reports and dashboards to Qlik Sense, preserving business logic and enhancing interactivity; validate with business users.
• Convert QVD design and logic to Azure Synapse: redesign data pipelines (ingestion via Azure Data Factory or Synapse Pipelines, SQL-based transformation, storage in dedicated or serverless SQL pools), implement data governance, lineage, metadata management, optimise performance and cost.
• Integrate new internal and external data sources into the modernised environment using connectors and data gateways.
• Conduct user training on Qlik Sense; provide documentation, user guides, best practices, change management support.
• Upgrade existing QlikView environment to latest stable version; maintain operational continuity during phased migration.
• Set up monitoring dashboards for data pipeline health, usage analytics, system performance.

Engagement terms: onsite, reporting to GM Information Management and Data Analytics; timesheets signed off by GM; weekends, overtime, public holidays, leave not billable; standard rate for contract duration.

Bidders must submit a project methodology covering implementation approach, migration strategy, testing, quality assurance, risk management, knowledge transfer, project governance, and support. Scoring: 10 points for comprehensive coverage, 5 for partial, 0 for none or poor understanding.

Required experience: minimum 5 years verifiable experience in Qlik and Azure Synapse. Core competencies: QlikSense dashboard design, QlikView/QVD structures, migration to Qlik Sense and Azure, ELT/ETL with Azure Synapse Pipelines, SQL performance tuning, data governance, RBAC and row-level security. Qualifications: NQF Level 7 in IT/Computer Science or related; Qlik certification advantageous. Key responsibilities include converting QVD pipelines to Synapse SQL, integrating data sources, developing dashboards, optimising performance, testing, implementing security, collaborating with data architecture, training, and supporting production incidents.

Quality assurance is part of the project methodology scoring: bidders must address testing, quality assurance, and data reconciliation in their methodology. Migrated dashboards must be validated with business users to ensure functional parity. Unit testing, system testing, and data reconciliation are required for all migrated artifacts.

Pricing must be on SBD 3.3 schedule with items: QlikView modernisation and migration (project, 1), Qlik Sense licenses (annual, 2 years), BI Developer (monthly, 2 resources x 24 months, separate rates for Developer 1 and 2), QlikView upgrade (once-off, 1). Add VAT at 15% and total including VAT. Failure to use the prescribed schedule disqualifies the bid.

Pricing must be submitted on the prescribed SBD 3.3 schedule; any other format disqualifies the bid.

Confidentiality and Non-Disclosure Agreement: bidders must sign an NDA with ACSA, covering confidential information, obligations to keep it secret, use only for the bid, return or destroy on request, and indemnification for unauthorised disclosure. The NDA remains in force for 5 years or 1 year from last disclosure, whichever is longer. ACSA will not disclose bidder information without written approval; bidders must not disclose bid information to third parties without ACSA's consent. ACSA may split or cancel the award, negotiate with shortlisted bidders, and reject the lowest bid. Bidders must not have an interest in other bidders. Security vetting is mandatory for contract award.
