Quotations must be submitted via email only to [email protected]. Late submissions will not be accepted. The following returnable documents are mandatory and must be completed and signed: SBD 4 (Bidder's Disclosure), SBD 6.1 (Preference Points Claim) with B-BBEE certificate or sworn affidavit, CSD Summary Report, valid SANAS Accreditation Certificate, SANAS Scope of Accreditation showing photometry/illuminance calibration capability, company profile with evidence of relevant calibration experience, and at least one sample calibration certificate for a lux meter calibration. Failure to submit any mandatory document will render the bid non-responsive. Changes to the RFQ template after closing will not be considered.

Mandatory Returnable Documents: Failure to submit the following shall render the bid non-responsive: 1. Valid SANAS Accreditation Certificate. 2. SANAS Scope of Accreditation showing photometry/illuminance calibration capability. 3. Quotation for the required calibration service. 4. Company profile with evidence of relevant calibration experience. 5. At least one sample calibration certificate for a lux meter calibration.

Proposals will be evaluated by Supply Chain Management for administrative compliance, functionality, price, and B-BBEE. The 80/20 preference point system applies: 80 points for price and 20 points for B-BBEE status. If all bids received exceed R1,000,000.00, the request is automatically cancelled. The contract will be awarded to the tenderer scoring the highest points, subject to section 2(1)(f) of the PPPFA. Bidders must be tax compliant and registered on the CSD.

Scope: Calibration of one Testo 545 Digital Lux Meter for a period of three years, including issuance of calibration certificates, reports, and labels. The calibration laboratory must be SANAS accredited for Photometry Metrology (Illuminance/Lux Meter Calibration) with a scope of accreditation that includes lux meter calibration; equivalent internationally recognized accreditation may be accepted. Calibration must be performed under controlled environmental conditions, with temperature and humidity recorded and reported. Procedures and reference standards must be traceable to national or international standards. Measurement uncertainty must be appropriate for the calibration. Instrument performance must be verified across the applicable measurement range. Deliverables: Calibration sticker affixed to the instrument indicating identification number, calibration date, next due date, and certificate number. Calibration certificate must include instrument description and serial number, calibration date, recommended next calibration date, environmental conditions, location, reference instruments used, measurement results, test ranges, measurement uncertainty, pass/fail statement, SANAS accreditation number and logo, and authorized signatory details. Calibration data report must include raw test data, average values, deviations, as-found and as-left results, observations, and results per protocol provided by iThemba LABS after award. Contract duration: three years, with calibration services performed at intervals specified by iThemba LABS.

The calibration service provider must perform calibration under controlled environmental conditions, record and report temperature and humidity, use procedures and methods traceable to national or international standards, ensure reference standards are traceable, maintain appropriate measurement uncertainty, and verify instrument performance across the applicable measurement range. Deliverables include a calibration sticker, certificate, and data report as specified.

Bidders must hold a valid SANAS Accreditation Certificate and a SANAS Scope of Accreditation demonstrating photometry/illuminance calibration capability. They must submit a company profile detailing relevant calibration experience and at least one sample calibration certificate for a lux meter calibration.

Prices must be quoted in ZAR, inclusive of VAT, and firm. Prices must be valid for at least 60 days from closing date. The pricing schedule requires per-unit and total prices for each of the three years, including delivery charges. Payment terms are 30 days from invoice receipt.
