Payments will be based on completed milestones or deliverables as per a project implementation plan to be agreed at inception. The successful bidder will work under CMS supervision and must abide by CMS's Code of Conduct and organisational guidelines.

Phase 1 mandatory evaluation assesses bidders' eligibility and prior experience in providing the service. Bidders must submit a valid and accredited Atlassian reseller certificate or letter of good standing.

Goods supplied must conform to standards in the bidding documents and specifications. The supplier must permit CMS to inspect records and have them audited. CMS may inspect, test, or analyse supplies on or after delivery; non-conforming supplies may be rejected and must be replaced at the supplier's cost.

A detailed budget breakdown is required for the price evaluation (80 points). Pricing must be submitted as part of the bid; failure to provide a detailed breakdown may lead to disqualification.

Validity period: 90 days from bid closing. Confidentiality: all information related to submissions must be treated as confidential. CMS may cancel the award if the bidder engaged in corrupt or fraudulent activities. CMS reserves the right not to appoint any bidder or to cancel the process without liability.
