Bids must be sealed and clearly marked with the SCM number and project name, and placed in the tender box on the 1st Floor, Munitata Building, next to Room 146. Bids may also be submitted via the eTenders portal or the KSD website. Late, incomplete, unsigned, or faxed/emailed bids will not be accepted. Bids must remain valid for 90 days. Returnable forms include MBD 1 to MBD 9 and Annexures A to F; failure to complete or sign any will render the bid non-responsive. A comprehensive JV agreement is required where applicable, and individual JV partners must submit all relevant documents. All alterations to prices must be signed. Bidders must be registered on the Central Supplier Database (CSD).

Evaluation follows the Preferential Procurement Policy Framework Act (PPPFA) 2022 regulations. Two stages: Stage 1 Compliance, then Stage 2 Functionality with a minimum threshold of 70 points out of 100 to proceed. Preference point system is 80/20. Bidders already awarded work on a panel may not submit new bids for additional panel appointments.

Bidders must complete the pricing schedule with rates and provide a total cost. Failure to provide a matching total will render the bid non-responsive. Bidders must sign MBD 5 for offers exceeding R10 million. Bidders with CIDB grading Level 6 or higher and work allocations above R10 million must submit annual financial statements for the past three years.

Bidders must be registered on the Central Supplier Database (CSD). B-BBEE requirements apply under the 80/20 preference point system. Bidders must submit a valid tax compliance status PIN. Bidders must submit a latest municipal rates statement (not older than three months) showing no arrears exceeding three months; those on leased properties must submit a valid lease agreement. Bidders must declare local production and content as required. Bidders must complete and sign all MBD forms (1 to 9) and Annexures A to F. Bidders must declare any interest in MBD 4. Bidders must sign MBD 5 for offers exceeding R10 million. Bidders must submit a certificate of independent bid determination (MBD 9).
