Bids must be submitted electronically to [email protected] before the closing date and time. Late bids will not be accepted. Bids must be on the official forms provided, not re-typed. Bidders should initial all pages. The successful bidder must sign a written contract form (SBD 7). Returnable forms include the Invitation to Bid (Annexure A), Bidder's Disclosure (SBD 4), Preference Points Claim Form (SBD 6.1), Pricing Schedule (Annexure G), and POPIA Supplier Notice and Consent form. Incomplete standard bidding documents may lead to rejection. The SAWS may reject bids not meeting specifications, request further information, conduct site inspections, and run reference/background checks. Bidders must indemnify SAWS against third-party claims of infringement. SAWS may request audited financial statements before award. Proof of subcontracting arrangements must be submitted. The service provider must have duly approved operational premises with the necessary infrastructure to provide services and relevant accreditation by the relevant body. No bids will be considered from persons in the service of the state, companies with directors who are persons in the service of the state, or close corporations with members who are persons in the service of the state. Foreign suppliers with no South African tax obligations must complete the questionnaire in Annexure A; SAWS will submit it to SARS for confirmation. Bidders must complete the Bidder's Disclosure (SBD 4) and the Preference Points Claim Form (SBD 6.1). The successful bidder must sign a written contract form (SBD 7). The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract. The successful bidder must conclude a Service Level Agreement (SLA) with SAWS, which will measure, monitor and assess supplier performance. Payments will be settled within 30 days from receipt of invoice. SAWS may cancel the bid if there is no longer a need, funds are unavailable, no acceptable tenders are received, or material irregularities occur. Bidders must indemnify SAWS against third-party claims of infringement of patent, trademark, or industrial design rights. In case of a Joint Venture, Consortium, Trust, or Partnership, a signed teaming agreement must be submitted.

Bidders must ensure compliance with tax obligations. Bidders must submit their unique Personal Identification Number (PIN) issued by SARS to enable verification of tax status. Application for a Tax Compliance Status (TCS) Pin may be made via e-filing. Bidders may submit a printed TCS certificate. In consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/Pin/CSD number. Where no TCS Pin is available, a CSD number must be provided. No bids will be considered from persons in the service of the state, companies with directors who are persons in the service of the state, or close corporations with members who are persons in the service of the state.
