Stage 3 – Price & Specific Goals (80/20 PPPFA): Price 80 points, B-BBEE level 20 points. Additional objective criteria: tax compliance at award, CSD registration, no misrepresentation, professional registration verification, no directors on Register of Tender Defaulters, no fraud/corruption convictions, no contract terminations for non-performance (18 months), PEP/Procure Check clearance, order book limits (5 active awards with outstanding value, exceptions for near-completion or stalled projects).

Scope: Appointment of a Technical Transaction Advisor to support the IPP Office in assessing the proposal from Avon Peaking Power (RF) (Pty) Ltd and Dedisa Peaking Power (RF) (Pty) Ltd for conversion of two open-cycle diesel-fired gas turbine peaking power plants (combined contracted capacity 1,005 MW) to natural gas-fired, and evaluating the associated extension of the existing 15-year Power Purchase Agreements (PPAs) – Dedisa PPA ends 2030, Avon PPA ends 2031. The advisor will review/evaluate technical proposals, advise on contractual, regulatory, and procurement implications, support engagements and negotiations with Sellers, NTCSA, Department of Electricity and Energy, NERSA, National Treasury, and other stakeholders. Alignment with IRP 2025 (6 GW gas-to-power by 2030, ~15 250 MW by 2042). Deliverables: analysis of current proposal, PPA comparative analysis, drafting of agreement and schedules, stakeholder engagement & analysis, value for money framework development & application, final recommendation and reporting, commercial and financial close. Technical due diligence must cover condition and remaining useful life of existing plant, historical operational and performance data review, retrofit constraints identification, technical interface risk management. Methodology must demonstrate understanding of project lifecycle model (planning, design, construction, testing, commissioning) for gas conversion.

Bidders must submit a detailed method statement covering: 1) Project Plan explicitly structured around core work streams – analysis of current proposal, PPA comparative analysis, drafting of agreement and schedules, stakeholder engagement & analysis, value for money framework development & application, final recommendation and reporting, commercial and financial close – with clear milestones, deliverables, resource mapping, logical progression from data analysis to final advice. 2) Clear understanding of Project Life Cycle Model and technical requirements at planning, design, construction, testing, and commissioning for gas conversion. 3) Technical Due Diligence on Gas Technology and Engineering Assessment – key assessment elements, options, condition and remaining useful life of existing plant, historical operational and performance data review, retrofit constraints identification, technical interface risk management. Scoring: no statement = 0, acceptable (covers minimum project plan) = 10, satisfactory (limited detail on project lifecycle and technical due diligence) = 15, detailed (exhaustive plan and technical due diligence) = 20.

Team Leader must have a postgraduate degree in Engineering (NQF 9 or above) and professional registration with the Engineering Council of South Africa (ECSA) or any other international statutory body responsible for regulation of the Engineering profession. Proven experience in planning, design, construction, commissioning, operation, maintenance, or project management of gas or thermal power plant projects with unit capacity of at least 50 MW/MVA that have reached commercial operation.

Bidders must notify DBSA in writing of any discrepancy, ambiguity, error, or inconsistency in the RFP (excluding minor clerical matters) to allow corrective action. DBSA will correct and circulate any actual discrepancies to all bidders without attribution. No explicit quality management system, QA/QC, or certification requirements stated beyond professional registration and experience criteria.
