Bidders must be registered on the Central Supplier Database (CSD) and hold a valid tax clearance. A CIDB grading of Grade 7 or above is implied by the CIDB B.U.I.L.D levy. The PPPFA preference points system (SBD 6.1) and local production and content requirements (SBD 6.2) apply. The contractor must appoint a part-time competent Construction Health & Safety Officer registered with SACPCMP. Scope of work: design, supply, installation, testing, commissioning and handover of ICT electrical infrastructure and a solar-powered backup system at Government Printing Works. The contract is NEC3 Option B (priced bill of quantities).

ICT electrical installation includes:

• Two 150kW online double-conversion three-phase UPS units with battery cabinets, battery breaker kits, batteries, start-up service and SNMP monitoring.
• Two 300kVA three-phase continuously rated diesel generators with sound and weatherproof canopies, set-mounted ATS, base fuel tanks, smart controllers, delivery, assembly, installation and commissioning, plus shipping, delivery, assembly, fuel and Factory Acceptance Test.
• Electrical reticulation: PVC/SWA/PVC cables (120mm², 95mm², 50mm², 4mm², 6mm², 10mm²) and bare earth copper conductors (95mm², 70mm², 35mm², 2.5mm²) with terminations.
• Distribution boards: additional 450A three-pole circuit breaker in main DB, generator synchronisation and auto-selector panel, local UPS isolator panels, UPS server room DBs, mechanical DB, small power module.
• Power points: 16 APC NetShelter metered rack PDUs, 6 40A rackmount STS units, 8 16A dedicated plug points, wireways, 8 16A dedicated circuits with industrial sockets, and Netbotz monitoring.
• Removal of existing transformer and installation of new free-issue transformer (within 2 km of site), including disconnecting, transporting, positioning, connections, testing, commissioning and handover. Also installation of Tiger Switch.

Solar backup system includes:

• Professional fees: design, testing, commissioning, handover, operation and maintenance for 24 months, and training of employer's personnel.
• One 100kW three-phase hybrid inverter (Huawei SUN2000-100KTL-M2 or ATESS HPS 100kW) with cabling.
• 192 550W mono-crystalline solar panels, DC combiner boxes, PV cabling, MC4 connectors, trunking.
• Mounting structure: steel structure, Y-rails, clamps, balusters.
• Low voltage works: solar AC distribution board, main DB rearrangement, labelling, commissioning with energy provider (CoT), electrical Certificate of Compliance.
• Earthing and bonding: earth resistance testing, earth conductors, earth bars, earth rods, bonding conductors.
• Battery bank: one 200.70 kWh (280AH, 716.8V) battery, DC fuses, DC cabling, lugs, trunking.

Budgetary allowances (provisional, for nominated sub-contractors):

• Data centre HVAC: R2 500 000.00.
• Data centre fire suppression system: R700 000.00 (automatic fire detection and clean agent system complying with SANS and local authority requirements).
• Minor building works: R1 758 570.98, including protection of existing works and making good any damage at contractor's expense.

Pricing is on a bill of quantities basis under NEC3 Option B. Bidders must price supply and installation separately where indicated.

Budgetary allowances are provisional and must be included in the overall preliminaries costs; no additional preliminaries will be paid if this work proceeds. The employer may execute this work in part, in whole, or omit it entirely.

A 5% contingency is added to the project budget, available at the sole discretion of the client and only for unforeseen costs, variations or additional requirements with prior approval.

CIDB B.U.I.L.D levy applies at 2% of the subtotal (excluding VAT) for infrastructure projects aligned to CIDB Grade 7 and above.

VAT at 15% is added to the total.

CIDB grading: Grade 7 or above (the B.U.I.L.D levy applies to projects aligned to CIDB Grade 7 and above).

Health and safety: full compliance with OHS requirements and legislation. The contractor must prepare and maintain a project-specific H&S Plan and File, appoint a part-time competent Construction Health & Safety Officer (SACPCMP registered), and appoint responsible persons to manage and enforce health and safety on site.

Workman's Compensation Fund or FEM contributions must be provided for the duration of the project.

SANS-approved personal protective equipment must be supplied and maintained for each worker as per site-specific risk assessments.

Environmental management: adequate handling and storage of materials to minimise contamination, and safe collection and disposal of waste.

Electrical Certificate of Compliance required for the solar low voltage works.

The project involves the appointment of a contractor to design, install, commission, and maintain ICT electrical infrastructure and a solar-powered backup system on behalf of Government Printing Works (GPW). The works are to be carried out at the Administrative Headquarters located at 389 Sophie de Bruyn Street, Pretoria Central Business District (CBD), Gauteng Province.

The scope includes two main work packages:

1. ICT Electrical Installation: supply, installation, testing, commissioning and integration of UPS systems, standby generators, electrical reticulation, distribution boards, power outlets, monitoring and control systems, data centre HVAC, removal and replacement of existing Tiger Switch and transformer, minor building works, testing, commissioning, training and handover, and provision of as-built documentation and manuals.
2. Solar-Powered Backup System: design, supply, installation, testing, commissioning and maintenance of a solar-powered backup power system, including PV panels and mounting structures, low-voltage electrical works, earthing and bonding systems, configuration and commissioning, training of end users, and provision of training, operation and maintenance for 24 months.

The client is the Development Bank of Southern Africa (DBSA), supervising the project. The principal contractor is to be appointed.

Bidders must be registered and in good standing with the Compensation Fund or a licensed compensation insurer. The Principal Contractor must be appointed in writing by the client. The contractor must have the necessary competencies and resources to perform the construction work safely. • Testing, commissioning, training and handover.
• Provision of as-built documentation, operation and maintenance manuals, test certificates, and user training where required.

Solar-powered backup system scope includes:

• Design, supply, installation, testing, commissioning and maintenance of a solar-powered backup power system for the Administrative Headquarters.
• Supply and installation of solar photovoltaic (PV) panels and supporting mounting structures.
• Low-voltage electrical works.
• Earthing and bonding systems.
• Supply, installation, configuration and commissioning.
• Testing, commissioning and training of end users.
• Provision of training, operation and maintenance for a period of twenty-four (24) months.

Site and location:

• Works to be carried out at the Administrative Headquarters, 389 Sophie de Bruyn Street, Pretoria Central Business District (CBD), Gauteng Province, on behalf of Government Printing Works (GPW).
• Location falls within the City of Tshwane Municipality; refer to drawings for detailed specifications.

Services:

• Before work commences, the principal contractor must contact all private owners or public authorities controlling services so they can protect, move or relocate any service as required, or confirm that all such work has been completed.
• No payment will be made for any inconvenience caused to the principal contractor regarding services.

Health and safety compliance:

• The contract is governed by the Occupational Health and Safety Act, 1993 (latest edition) and its Regulations, specifically the Construction Regulations 2014.
• The principal contractor must provide a site-specific health and safety plan based on the client's health and safety specification, and open and maintain a health and safety file on site.
• The principal contractor must notify the Department of Labour of intended construction work in terms of Regulation 4 of the Construction Regulations 2014, and submit the stamped or acknowledged notification to the client.
• The principal contractor must ensure all employees have a valid medical certificate of fitness specific to the construction work, issued by an occupational health practitioner in the form of Annexure 3.
• All employees and visitors must undergo health and safety induction training before entering the site.
• The principal contractor must be registered and in good standing with the Compensation Fund or a licensed compensation insurer as contemplated in the Compensation for Occupational Injuries and Diseases Act, 1993.
• Legal appointments required under the Construction Regulations 2014 include: principal contractor, designer, contractor, sub-contractor, assistant construction manager, full-time construction health and safety officer (SACPCMP - CHSO), person to carry out risk assessment, fall protection planner, temporary works designer, temporary works supervisor, construction vehicle and mobile plant operator and inspector, temporary electrical installations inspector and controller, hazardous chemical substance controller, stacking and storage supervisor, and fire equipment inspector.
• Other legal appointments under the OHS Act include: first aider, incident investigator, ladder inspector, OHS committee, health and safety representative, and welding/flame cutting supervisor or operator.
• All appointments must be in writing, with responsibilities and period stated, and competencies attached to the appointment and placed on the health and safety file.
• The principal contractor must provide the client's agent with an organogram of all contractors appointed or intended to be appointed, kept updated and prominently displayed on site.
• The principal contractor must submit a corrective action plan within 7 days of receiving an audit, with headings: Findings, Action taken/to be taken, Date closed out, Signature (Construction Health and Safety Officer), and photos as proof. The construction manager must sign off before submission.
• Periodic health and safety audits and document verification must be conducted at least once every 30 days.
• A consolidated health and safety file must be handed over to the client upon completion of the construction work, including records of drawings, designs, materials used and other similar information.
