Bidders must submit their quotations electronically via email to the Supply Chain Department. The bidder must fully complete and sign the Declaration of Interest form (SBD 4) electronically or in black ink. The Pricing Proposal/Costing Schedule must be submitted with the quotation.

The bid will be evaluated in three stages: Stage 1 - Pre-Compliance (Administrative Compliance) Evaluation, Stage 2 - Quality Evaluation (Project Methodology), Stage 3 - Price and Specific Goals Evaluation. The qualifying threshold for Project Methodology (Quality) evaluation is Mostly Satisfactory (MS). The evaluation criteria include:

• Mandatory Requirements: Pricing/Costing Schedule, Declaration of Interest (SBD 4), Service Provider Experience, Project Manager Qualification and CV, Team Members List and Qualifications, Knowledge of Audit Methodologies, Company Profile with References, Submission of Project and Methodology, SARS Pin/CSD Supplier Number, Central Supplier Database Registration.
• Administrative Requirements: Project Team Qualifications, Foreign Qualifications, Reference Letters, CV for Professional Team, B-BBEE Certificate Preference Points Schedule (SBD 6.1), CIPC Documents, General Conditions of Contract/Bid, Banking Details.

The appointed facilitator will be required to: facilitate the Board Strategic Planning Workshop, plan and prepare for the two-day Board Strategic Planning Session, oversee and facilitate the proceedings of the Strategic Planning Session, set the tone and guide discussions, facilitate strategic deliberations, effectively manage participation, capture key discussions and recommendations, provide strategic guidance, facilitate the Board's review of the current Strategic Plan, identify gaps and emerging priorities, consolidate the Board's inputs and recommendations, prepare and submit a comprehensive Strategic Planning Session Report.

The facilitator will facilitate strategic deliberations while ensuring discussions remain focused on the approved objectives, strategic priorities and desired outcomes, effectively manage participation and ensure balanced engagement throughout the session, capture all key discussions, strategic considerations, resolutions and recommendations.

The bidder must have two (2) years of proven experience in similar assignment. The bidder must submit the resource CV and certified proof of qualification as a facilitator or Corporate Governance expert.

The Service Provider will be required to provide a detailed cost proposal covering preparation, facilitation of the two-day Strategic Planning Session, report writing and post-session engagements. A breakdown of professional fees (VAT inclusive) and travel and accommodation costs where applicable must be provided.

The bidder must be registered as a supplier with Treasury on www.csd.gov.za. The bidder must submit a SARS Pin with expiry date to assist with verification of Tax Affairs. The bidder must provide certified copies of Company/Close corporation registration certificates issued by CIPC. The bidder must confirm their company registration with CIPC.

The Service Provider undertakes to comply with the Protection of Personal Information Act (POPIA) in the treatment of personal information of the Transport Education Training Authority and will be required to sign a confidentiality and non-disclosure written undertaking.

The Service Provider is prohibited from subcontracting any part of the project to third parties without the prior written approval of the Transport Education Training Authority. The Service Provider will be required to confirm total independence relating to the Transport Education Training Authority, before and throughout the duration of the assignment.
