Bidders must submit their bids in two sealed envelopes, with the first envelope containing the technical, compliance, and specific goals response, and the second envelope containing the financial response. Bidders must ensure that they do not indicate any financial information in the first envelope. The HDA may disqualify bidders who fail to adhere to this requirement. Bids must be delivered to the correct address, and late or incorrectly delivered bids will not be accepted for consideration.

Bidders are required to complete the Pricing Schedule as per Annexure 2, and the Declaration of Interest (SBD 4) and Preference Points Claim Form (SBD 6.1) must be completed and submitted as essential returnable documents.

The evaluation of bids will be based on the information contained in bids received in response to the RFP, and may be further supplemented by presentations and clarification information provided, if required. All bids will be equally evaluated and adjudicated by various committees involved in the evaluation process in accordance with stated evaluation criteria. The evaluation criteria include administrative compliance, mandatory compliance, technical functionality requirements, price and specific goals evaluation, and bidder verification.

The scope of work includes the provision of security services at portion 5, 6, 7, and 8 of erf 5246 and physical guarding security services on portion 59 of erf 229, Kroonstad - Moqhaka local municipality, Free State Province. Bidders must provide a comprehensive company profile, including a lead company profile, and attach an organogram. The company profile should be related to the scope of work, and points will be allocated according to the experience of the company.

The bidder must provide a Grade B Armed Supervisor Security Officer with a minimum of eight (8) years' relevant experience in the provision and supervision of physical security services, including the protection of facilities, land parcels, assets, and infrastructure.

A company's comprehensive profile of similar projects undertaken, with contactable references, is required. The company profile should be related to the scope of work, and points will be allocated according to the experience of the company.

The HDA will strive to procure goods, services and works which contribute to its mission. In order to achieve this, the HDA must be committed to working with suppliers who share its goals of continuous improvement in service, quality and reduction of Total Cost of Ownership (TCO).

Prices must be quoted in South African Rand, inclusive of VAT. The price offer must be firm and clearly indicate the basis thereof. Bidders must complete the pricing schedule as per Annexure 2, and the pricing bill of quantity must be completed in line with the schedule if applicable. The cost breakdown must be indicated, and the price escalation basis and formula must be indicated.

Bidders must comply with all the requirements of the RFP, including registration on the Central Supplier Database (CSD), tax compliance, and B-BBEE requirements. Bidders must also provide proof of valid PSIRA registration certificates, and a valid PSIRA Good Standing Certificate. Failure to submit any of the required documents may lead to disqualification.

The HDA will award 'Specific Goals points' to companies who provide valid proof of their status as requested in the bid document.

The HDA views fairness and transparency during the RFP process as an absolute, and will ensure that all members of evaluation committees declare any conflicting or undue interest in the process and provide confidentiality undertakings to the HDA.

The HDA may negotiate the final terms and conditions of the contract with the successful bidder(s). The HDA reserves the right to conduct post-tender negotiations with a shortlist of bidder(s), and may request bidders to provide their best and final offers.
