Supply, delivery, installation, commissioning, training and maintenance of a professional lighting console compatible with grandMA2/grandMA3

Bids must be submitted in a sealed envelope, endorsed with the bid number and description, and deposited in the Tender Box at the Reception Area, 1st Floor, Joburg Theatre, 163 Civic Boulevard, Braamfontein, before 12:00 on 31 August 2026. Late bids will not be accepted under any circumstances; the tender box is locked at exactly 12:00. Telegraphic, postal, fax, or email bids will not be accepted. The official tender document must be completed in black ink pen and not retyped. All required returnable documents must be completed, signed, and attached; failure to submit any compulsory document may result in disqualification. Returnable forms include: MBD 1 (Invitation to Bid), MBD 2 (Tax Clearance Certificate Requirements), MBD 3.1 (Pricing and Delivery Schedule), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim Form), MBD 8 (Declaration of Bidder's Past Supply Chain Management Practices), MBD 9 (Certificate of Independent Bid Determination), Authority to Sign Documents, and Record of Addenda to Tender Documents. The bid will be evaluated in three stages: Stage 1 – Administrative Requirements; Stage 2 – Functionality; Stage 3 – Price and special goals. Functionality criteria include: technical capability and compatibility of the proposed lighting console; demonstrated experience in supplying, installing and commissioning professional lighting consoles; training, maintenance and technical-support capability; and project implementation and delivery plan. Bidders must submit a completed technical compliance schedule, manufacturer technical data sheets, training programme, maintenance and technical-support plan, details of backup spare parts, manufacturer warranty documentation, and details of any licences or recurring costs. The bid is subject to the Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations, 2022.

The successful contractor must supply one (1) new, unused and current-generation professional lighting console, deliver it to the designated JCT venue, install, configure and integrate it into JCT's existing grandMA2 and grandMA3 lighting-control environment. The console must support synchronised operation, tracking-backup functionality, and integration with the existing MA network. It must be capable of loading and running existing grandMA2 and grandMA3 show files without manual conversion. Minimum technical specifications include: 20,480 HTP/LTP parameters (8,192 in Mode2), AC 100-240V, 50/60Hz, max 300 VA, at least one PowerCON TRUE1 connector, three EtherCON/RJ45 network connectors, six DMX512-A outputs (5-pin XLR female), one DMX input, one MIDI input and output, one linear-timecode input, one audio input, one GPI interface, two DisplayPort 1.2 outputs, two S/PDIF connections, three USB 2.0 and three USB 3.0 ports, and two LED desk-light connections. Minimum console features include: real-time control for at least 250,000 parameters, six DMX outputs, three internal letterbox-format multi-touch displays, two internal multi-touch command displays, capability to connect two external displays, at least 71 rotary RGB-backlit encoders, at least 120 assignable playbacks, 16 assignable X-keys, integrated keyboard, built-in UPS, three EtherCON connectors, six USB ports, two backlit motorised A/B faders, and support for remote operation via tablet. Required accessories include: heavy-duty flight case, fitted dust cover, console manual, compatible network switch, Wi-Fi router, and a compatible tablet for remote operation. The contractor must provide a minimum of six (6) days of practical training to JCT personnel. The console must be supplied with all required software, licences, firmware, accessories, cables and interfaces.

The contractor must supply, deliver, install, configure, integrate, test and commission the lighting console within the implementation period stipulated in the contract or approved project implementation plan. The contractor must provide a minimum of six days of practical training to designated JCT personnel as part of the once-off implementation and commissioning activities.

Bidders must demonstrate experience in supplying, installing and commissioning professional lighting consoles. The bidder must provide details of its experience in supplying, installing and supporting professional theatre or entertainment lighting-control systems. The appointed service provider will be monitored on timeliness of service delivery, quality of service, and compliance with specifications.

The contractor must inspect the installation environment, confirm compatibility with existing consoles and network, install and configure the console, integrate into the MA network, configure synchronisation and tracking-backup, load and test existing show files, demonstrate operation in MA2 and MA3 environments, test all interfaces, and conduct functional testing with JCT representatives. A commissioning report confirming successful testing and acceptance must be submitted.

All prices must be quoted in South African currency and be VAT inclusive. Prices must be net with all discounts deducted, and include cost of supply, transport, labour, equipment, materials and delivery without extra charges. The tender price must remain valid for at least 120 calendar days after closing. Only firm prices will be accepted; non-firm prices will not be considered. Failure to sign the price declaration will invalidate the bid. Bidders must provide current audited annual financial statements where legally required, or most recent annual financial statements with a Public Interest Score calculation. Bidders must also provide a current municipal rates and taxes invoice or certified lease agreement (not in arrears for more than 90 days) for the bidder's premises and for each director's premises.

Bidders must be registered on the Central Supplier Database (CSD) at the time of submission. A valid SARS Tax Pin and VAT registration certificate must be provided; rationale required if not VAT registered. A valid B-BBEE certificate or sworn affidavit (for EMEs) must be submitted to qualify for preference points; failure to submit a valid B-BBEE certificate results in zero preference points. Bidders must provide proof of entity registration (CIPC) with list of directors and share certificates. Certified copies of ID documents or passports of members/directors must be submitted. Bidders must be in good standing with the public sector in terms of Regulation 38 of the Supply Chain Management Regulations. Bidders must not be persons in the service of the state. The successful bidder must provide written proof of registration as an employer under the Compensation for Occupational Injuries and Diseases Act. The contractor must comply with the Occupational Health and Safety Act and provide a suitable health and safety plan.

A B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) must be submitted in order to qualify for preference points for B-BBEE. Failure to submit a valid B-BBEE certificate will result in zero preference points being awarded for B-BBEE.

The contractor must comply with the Occupational Health and Safety Act and all relevant regulations, including for its employees and other contractors on site. A suitable health and safety plan must be provided. The contractor must comply with all laws relating to wages and conditions of employment. Prior to commencement, the contractor must provide written proof of registration as an employer under the Compensation for Occupational Injuries and Diseases Act and remain registered for the contract duration.

The contract shall be valid for 36 months from the date of successful commissioning and acceptance, comprising a 12-month manufacturer's warranty period and a 24-month maintenance, technical-support and backup-spares support period. The contractor remains responsible for any work issued before expiry, and expiry does not relieve the contractor of obligations arising from work performed during the contract period. Extensions are subject to applicable legislation, budget availability, satisfactory performance and prior written approval. The contractor indemnifies JCT against claims arising from use of premises, and must comply with the Occupational Health and Safety Act and all labour laws. The contractor must provide proof of registration under the Compensation for Occupational Injuries and Diseases Act. Penalties for late delivery are calculated using the current prime interest rate per day of delay.

The contract shall be valid for 36 months from the date of successful commissioning and acceptance, comprising a 12-month manufacturer's warranty period and a 24-month maintenance, technical-support and backup-spares support period. The contractor remains responsible for completion of any work issued before expiry, and expiry does not relieve the contractor of obligations arising from work performed during the contract period. Any extension is subject to applicable legislation, budget availability, satisfactory performance and prior written approval.

The proposed lighting console must meet the following minimum requirements: compatibility with grandMA2 and grandMA3 consoles, synchronisation capability, full tracking-backup functionality, operation as a fully functional backup console, connection to the existing MA network, support for both MA2 and MA3 modes, loading and running existing show files without manual conversion, demonstrated integration during installation, supply of all required software and licences, minimum six days of practical training, and access to backup spare parts and technical support.

Bidders will be evaluated based on information in their submissions, supplemented by presentations and clarifications. Evaluations will use templates prepared by evaluation committees prior to opening.
