Bidders must submit their bids in a sealed envelope clearly marked with the contract number and project name. The bid must be submitted to the main entrance of Dr. JS Moroka Local Municipality at 2601/3 Bongimfundo Street, Siyabuswa. No fax or late bids will be accepted. The closing time for submission of bids is 11h00 am on the 7th of September 2026.

Bidders must be registered with CIDB in a contractor grading designation of 7ME or higher. Joint ventures are eligible if the lead partner has 7ME or higher and the combined grading meets the required class. A valid tax clearance pin or copy must be submitted. Bidders must not owe municipal rates or service charges in arrears for more than one month to any municipality. No director or stakeholder may be in the service of the state. Bidders must not be listed on the Register of Bid Defaulters under the Prevention and Combating of Corrupt Activities Act. Attendance at the compulsory site meeting is mandatory. The evaluation will be based on an 80/20-point preference system.

The bid must include all duties, taxes, and other levies payable by the successful bidder, except Value Added Tax (VAT). The bid must be fixed for the duration of the contract and not subject to adjustment except as provided for in the conditions of contract.

Bidders must submit a valid tax clearance pin or copy, and must not owe municipal rates or service charges in arrears for more than one month to any municipality. Bidders must also submit certificates of competency for their safety officer and other key personnel.
