Disqualification risks: late submission (no condonation for any reason), non-attendance of the compulsory briefing, incomplete or unsigned forms, false or incorrect declarations on any MBD form, and bids deposited in the incorrect box. JPC reserves the right not to accept any proposal, accept part of a proposal, or withdraw the call.

Evaluation will be completed by JPC and includes functionality. The bid is subject to the Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations. No specific scoring split or minimum qualifying threshold is stated in the available text.

Scope: supply and deliver Personal Protective Equipment (PPE) to JPC on an as-and-when-required basis for three years from appointment onto the panel. The PPE list is a guide; JPC reserves the right to add items.

Compliance: orders must comply with the Occupational Health and Safety Act and relevant SANS, ISO, or EN standards as adopted by SABS.

Branding: all jackets (including overall jackets), house coats, golf T-shirts, and headgear must be branded. Embroidery/logo must be placed at the back/front of the PPE as per specification. Correct sizes are required; bidders must mitigate the risk of wrong branding or sizes.

Indicative items include: two-piece uniform with Versatex reflective work jacket (CJ77HT/20/07, 65/35 polycotton twill, navy royal) and matching reflective work trousers, all sizes.

Bidders must be suitable qualified and experienced. A Statement of Bidder's Years/Experience (JPC MBD 12) is part of the bid documentation.

Bulk pricing and volume discounts must be clearly stated. Payments will only be made once delivery is completed and delivery notes presented.

Tax compliance: valid SARS Tax Compliance Status PIN or CSD number. Where no TCS is available, a CSD number must be provided. Each party in a consortium/JV/sub-contracting arrangement must submit a separate TCS/PIN/CSD number.

CSD registration: required, with proof of tax compliance on closing of tender.

Entity registration: proof of registration as applicable — certified ID/passport (not older than 3 months; smart card IDs printed both sides) for natural persons; partnership agreement plus IDs for partnerships; current CM29/COR20.1 for companies; current CK1/CK2 and/or COR20.1 for close corporations; letter of appointment from the Master of the High Court and deed of trust for trusts; JV/Consortium agreement plus CIPC and/or ID documents for all partners.

B-BBEE: entity BBBEE certificate, or JV/Consortium consolidated certificate, or sworn affidavit.

Municipal account: up-to-date account not older than three months from bid closing date and not more than three months in arrears, for the individual/entity and each director/member; or proof of arrangements to settle arrears, or an affidavit explaining why the account cannot be submitted, or a valid lease agreement.

Company resolution: required for bid signing powers.

Exclusions: bids from persons in the service of the state will not be considered. Bids will be rejected if the entity or any director is listed on the National Treasury register of defaulters.

Appointment is for three years from the date of appointment onto the panel. Appointment does not guarantee actual work; JPC runs a competitive process within the panel for each requirement. Requests for quotations will be advertised on JPC notice boards and website for not more than seven days; suppliers must check these regularly. No JPC official will contact suppliers for quotes outside this process.

Once work is allocated, a letter of appointment and Service Level Agreement will be agreed, finalised and signed. Bulk pricing and volume discounts must be clearly stated. Payments are made only after delivery is completed and delivery notes presented.

The bidder is deemed to have satisfied itself as to all conditions and obligations; submission indicates unconditional acceptance of all terms. Misrepresentation is treated as material and may lead to disqualification or termination of appointment. JPC is not liable for any costs or losses incurred by bidders. The appointment or contract may not be ceded or assigned without JPC approval. JPC may negotiate final proposals, appoint more than one bidder, and withdraw the process at any stage.
