Hard copy tender offer must be delivered to the Tender Box in the foyer of the Municipal Building, 166 KE Masinga Road, Durban, on or before 18/09/2026 at 11h00. An electronic submission must also be made via the eThekwini Municipality JDE System (ESP Module); the hard copy is the ruling version and a tender is only valid if the hard copy is submitted. Tenders submitted by any other means will be deemed invalid. Returnable documents include: MBD 5 (listing contracts awarded in the past 5 years and audited financial statements if the tender value exceeds R10 million incl. VAT), Declaration of Municipal Fees (certifying no undisputed municipal arrears), Compulsory Enterprise Questionnaire, and all other returnable schedules, forms and certificates listed in Part T2 of the tender document. All returnable documents must be completed in full and signed.

The 80/20 Price Preference Point System applies, as per the SCM Policy Section 52: Preferential Procurement. Bidders must have a CIDB contractor grading designation of 3 SH or higher. Tender offers are evaluated for responsiveness, then price and preference points. The contract will be awarded to the highest ranked tenderer based on the evaluation points.

Provision of landscaping maintenance services at uShaka Marine World for a period of 36 months. The scope includes the works described in the Project Description and Scope of Contract (Part C3.1) and Project Specifications (Part C3.2). Bidders must be able to perform the required landscaping maintenance services.

Pricing must be submitted in the Bill of Quantities (Part C2.2). Rates and prices are fixed for the duration of the contract. Audited financial statements are required if the tender value exceeds R10 million (incl. VAT). Payment terms: Payment Certificate (with Quantities summary) or Invoice (with Quantities summary) for progress payments; Final Payment Certificate or Invoice for final payment; Completion Certificate required. CIDB contractor grading designation of 3 SH or higher. Registration on the eThekwini Municipality Supplier Portal and National Treasury Central Supplier Database (CSD). Valid Tax Compliance Status PIN, CIDB registration, and B-BBEE certificate at time of tender closing and before final award. No undisputed municipal rates and taxes arrears (or a formal offset agreement in place at closing). Tenderers must complete and submit all returnable documents, including SBD/MBD forms (e.g., MBD 5, Declaration of Municipal Fees, Compulsory Enterprise Questionnaire). Tender validity: 12 months after the expiry of the original validity period.
