Returnable forms (all must be completed, signed and returned with the quotation; failure to do so leads to disqualification):

• SBD 1 (Invitation to Bid): bidder and contact details, signed as the offer cover page.
• SBD 4 (Declaration of Interest): discloses whether any director or shareholder is employed by the state or connected to anyone at the procuring institution.
• SBD 6.1 (Preference Points Claim): claims B-BBEE points under the PPPFA 80/20 system.
• Valid Tax Clearance Certificate.
• Proof of registration with the Central Supplier Database (CSD).
• Original or certified B-BBEE certificate.
• Proof of CIDB grading 1EB.
• Proof of COIDA.

Quotations must be submitted on the official forms provided (not re-typed). The successful bidder will be required to sign a written contract form (SBD 7).

Evaluation uses the 80/20 preference point system under the PPPFA: 80 points for price, 20 points for specific goals, total 100 points. Price points are calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the price of the tender under consideration and Pmin is the price of the lowest acceptable tender. Specific goals and points: Black Ownership (10 points), 30% Black Women Ownership (4 points), Youth Ownership (3 points), Disability 30% Ownership (3 points). Black ownership scoring: 100% black owned entities score the full 10 points; entities between 51% and 99.99% black owned score 4 points. Only qualifying quotations (those meeting mandatory requirements) will be evaluated for preference points.

Scope of work: minor electrical installation and building maintenance works at the National Arts Council of South Africa (NAC) offices, 66 Margaret Mcingana (Cnr Gwigwi Mrwebi), Newtown, Johannesburg, 2113.

Electrical work:

• Supply and installation of a day/night sensor for exterior lights (warranty minimum 12 months).
• Testing and wiring of exterior lights electrical wiring.
• Supply and installation of 8 exterior lights.
• Supply and installation of 10 light bulbs for exterior lights.

Building maintenance and servicing work:

• Supply and installation of 1 extractor fan in the basement solar system room.
• Supply and installation of 1 extractor fan for the lift system on the rooftop.
• Supply and installation of 3 spinning mirror bird deterrents on the rooftop.

Warranties: the appointed service provider must provide warranties for up to twelve (12) months on the workmanship.

Pricing schedule items: day/night sensor (qty 1), exterior lights (qty 8), light globes for exterior lights (qty 10), extractor fan (qty 2), spinning mirror bird deterrent (qty 3), other costs (overall labour costs etc.), subtotal, VAT @ 15%, total. A price declaration form is compulsory; the total RFQ price must be indicated and must match the pricing schedule total.

Pricing schedule items (quantities): day/night sensor (1), exterior lights (8), light globes for exterior lights (10), extractor fan (2), spinning mirror bird deterrent (3), other costs (overall labour costs etc.), subtotal, VAT @ 15%, total. A price declaration form is compulsory: the total RFQ price must be indicated and must match the total in the pricing schedule; if they differ, the price on the declaration form is considered correct. No bonds, guarantees, or payment terms are stated.

Mandatory requirements (failure to submit leads to disqualification):

• CIDB Grading 1EB – proof to be supplied.
• Proof of COIDA.
• All compliance documents must comply with electrical and safety standards.
• Valid Tax Clearance Certificate (or SARS TCS PIN / CSD number).
• Proof of registration with the Central Supplier Database (CSD).
• Original or certified B-BBEE certificate (or sworn affidavit for EMEs & QSEs) to qualify for preference points.
• Completed and signed SBD 1, SBD 4, and SBD 6.1.
• Bids will not be considered from persons in the service of the state, companies with directors who are persons in the service of the state, or close corporations with members who are persons in the service of the state.
• Proof of authority (e.g., company resolution) must be submitted with the signature.

Terms and conditions: Valid Tax Clearance Certificate must be submitted; completed SBD 1, 4 and 6.1 must be returned with the quotation; proof of CSD registration must be submitted; original or certified B-BBEE certificate must be attached; no late quotations accepted; all required documents must be completed and returned; documents should not exceed 10mb; NAC reserves the right not to make an appointment, not to accept the lowest quote, and to appoint more than one service provider.
