Sealed envelopes marked "Quotation 8/2/48-2026 / MN196-2026: Supply and delivery of building material for the bathroom conversion at Dwarskersbos beach resort" must be deposited in the tender box at Municipal Offices, 13 Church Street, Piketberg before 12:00 on Thursday, 3 September 2026. Bids addressed to any municipal official in personal capacity will be disqualified. The bidder is responsible for ensuring courier delivery to the tender box. Late, faxed, or emailed quotations will not be accepted. The municipality is not obliged to accept the lowest or any quotation and may accept part of a quotation or procure more items if cost effective. The contract is subject to the General Conditions of Contract (GCC) and any special conditions.

Quotations will be evaluated using the 80/20 points system under the Preferential Procurement Regulations, 2022.

Points allocation (total 100):

• Price: 80 points.
• B-BBEE status level of contribution: 10 points.
• Locality (specific participation goals): 10 points.

Specific participation goals for bids below R50 million:

• Bergrivier Jurisdiction: 10 points.
• West Coast jurisdiction: 5 points.
• Western Cape Province: 3 points.
• South Africa: 2 points.

B-BBEE points are awarded per level: Level 1 = 10, Level 2 = 8, Level 3 = 6, Level 4 = 4, Level 5 = 2, Level 6 = 0 (non-compliant).

The bidder with the highest total points wins. In case of a tie, the bidder with the highest points for specified goals is awarded the contract.

Failure to submit a B-BBEE certificate or sworn affidavit does not render the bid non-responsive, but the bidder will score 0 points for B-BBEE.

Scope: Supply and delivery of building materials for the bathroom conversion at Dwarskersbos Beach Resort in Velddrif.

Items required (30 line items, quantities as per pricing schedule):

• Ceramic floor tiles (Alika Ivory 430x430mm, 50 boxes; Alvino Grey 420x420mm, 5 boxes).
• Adhesive, grout, mosaic fix (Progrip products).
• Shower mixers and columns (Amalfi Jasper and Jade Plus, chrome, 3 each).
• Mirrors (Crystal Clear framed 800x600mm, 3; Silver framed 500x700mm, 3).
• Bottle traps, basin wastes, basins, cabinets, shower wastes, shower screens, safety bars, soap baskets, angle valves, silicone sealant, connectors, toilet suites, wall rails, paper holders, robe hooks, basin mixers, porcelain floor tiles.
• All items must comply with relevant SABS standards.
• Delivery must be within 10 days after receiving an official order.
• Delivery charges must be all-inclusive for one trip to Dwarskersbos Beach Resort during office hours.
• Supplier must provide packing sufficient to prevent damage during transit (rough handling, extreme temperatures, salt, precipitation, open storage).
• Goods must be fully insured against loss or damage.
• Standard supplier warranties, brochures, and assembly instructions must be provided on delivery.
• No deposit will be paid; all items must be delivered in full before an invoice can be submitted and approved.
• Bidders must provide proof of at least 10 years' experience in supplying building materials (testimonials, references, or proof of registration as a distributor/vendor).
• Bids will only be accepted from registered service providers; no reselling to the municipality.

Payment terms:

• No deposit will be paid.
• Invoice can only be submitted and approved after full delivery of all items.
• The municipality reserves the right to adjust the scope/quantity upward or downward to stay within budget.

Validity:

• Quotations must be valid and binding for 120 days from closing date.

Penalties for delay:

• If delivery is delayed, the municipality may deduct a penalty calculated using the current prime interest rate per day of delay on the delivered price of the delayed goods.
• The municipality may also purchase substitute goods or cancel the contract and claim damages.

Warranty:

• Goods must be new, unused, of most recent models, and free from defects for 12 months after delivery and acceptance (or 18 months after shipment, whichever is earlier).
• Supplier must repair or replace defective goods at no cost to the purchaser.

Mandatory registrations and documents:

• Central Supplier Database (CSD) registration: mandatory. Provide CSD number (MAAA...).
• Tax Compliance Status (TCS) PIN or CSD number: must be submitted. Failure may invalidate the bid.
• B-BBEE: submit an originally certified B-BBEE certificate or sworn affidavit (for EMEs/QSEs). Failure gives 0 points but does not disqualify.
• Not in service of the state: bidders must declare that they are not persons in the service of the state (as defined in MSCM regulations).
• Proof of at least 10 years' experience in supplying building materials: testimonials, references, or proof of registration as a distributor/vendor.

B-BBEE status level must be verified by a SANAS-accredited agency or sworn affidavit. B-BBEE contributes 10 points in the 80/20 evaluation system.

Warranty: Goods are new, unused, of most recent models, free from defects for 12 months after delivery and acceptance (or 18 months after shipment).
