Bids are evaluated under the PPPFA using the 80/20 split. Functionality is assessed with a minimum threshold of 70 points; bids scoring below 70 are disqualified. Functionality criteria: (1) Track Record of Similar Work Done – completion letters or purchase orders for distinct projects (max 30 points); (2) Relevant ICT Qualifications & Certifications – including CISSP/CISM/CEH, PMP/PRINCE2, cloud, networking, ITIL/COBIT, Microsoft, and OEM accreditations (max 60 points); (3) Company Capacity & Technical Resources – detailed company profile and at least 3 qualified IT/ICT resources with 3 years' experience and NQF 6/7 qualifications (max 10 points). Total 100 points. Only bidders scoring 70 or more proceed to further evaluation.

The contract will be governed by the Ramotshere Moiloa Local Municipality Supply Chain Management Policy and the law of the Republic of South Africa. The bidder chooses domicilium citandi et executandi in South Africa. If the bidder withdraws within the validity period or fails to fulfil the contract, the municipality may recover additional expenses incurred by accepting a less favourable bid or re-inviting bids, and may set off against any moneys due or guarantees. Acceptance may be communicated by certified or registered mail, deemed served from date of posting. Copyright and patent rights in any document produced or system designed by the consultant vest in the municipality. The successful bidder must sign a written contract form (MBD 1).
