The ramotshere moiloa local municipality is appointing a panel of suitably qualified and experienced ICT service providers to deliver various ICT managed services over a 36-month period, as and when required. The panel will cover a broad scope including network infrastructure, cybersecurity, cloud services, website management, enterprise applications, and end-user support. Bidders must score at least 70 points on functionality to qualify for further evaluation under the 80/20 preferential procurement system.
Bids must be deposited in the bid box at the Ground Floor of Ramotshere Moiloa Local Municipality offices, Cnr. Coetzee and President Streets, Zeerust, before 11:00 on Friday, 18 September 2026. Late bids or submissions via email, fax, or telegram will not be considered.
Bidders must submit all mandatory returnable documents, including a certified company registration certificate, certified ID copies of directors/shareholders (not older than 3 months), a valid tax compliance status pin, a latest CSD report, a bank confirmation letter (not older than 3 months), proof of municipal rates and taxes or a valid lease agreement, and a letter from the tribal authority/proof of residence. Failure to attach any mandatory document leads to disqualification.
An original and valid Tax Clearance Certificate (MBD 2) must be submitted; certified copies are not acceptable. For consortia or joint ventures, each party must submit a separate tax clearance certificate.
Bids are evaluated under the PPPFA 80/20 system. Functionality is scored out of 100 points, with a minimum threshold of 70 points. Criteria include track record of similar work (max 30 points), relevant ICT qualifications and certifications (max 60 points), and company capacity with at least 3 qualified IT/ICT resources holding NQF 6/7 qualifications and 3 years' experience (max 10 points).
This is a panel appointment, so no price is applicable at this stage. Only firm prices will be accepted; non-firm prices (including those subject to exchange rate variations) will not be considered. The offer must remain valid for 90 days from the closing date.
Bidders must complete and sign all required standard forms, including MBD 1, MBD 3.1, MBD 4, MBD 6.1, MBD 8, MBD 9, the Bid Declaration, and a resolution by the board of directors/members/partners (and a consortium/JV resolution if applicable). If procurement exceeds R10 million, MBD 5 and annual financial statements are required.
Bids must be completed in black ink, prices must be VAT inclusive, and corrections must be made by crossing out and signing; no correction fluid is allowed. The official bid document must be kept intact and submitted as supplied.
