Tenders must be submitted by hand in a sealed envelope to the tender box at Ingquza Hill Local Municipality, 135 Main Street, Flagstaff, 4810, by 12:00 on 08 September 2026. The envelope must be endorsed with the tender number and description. Late, couriered, faxed, or emailed tenders will not be accepted. Bidders must initial every page and not reproduce or alter the tender document. Returnable documents: full CSD proof of registration; signed declarations MBD1–9; a valid SARS TCS PIN printout; a signed letter confirming no undisputed municipal accounts are overdue by more than 30 days, with proof. Failure to submit any required attachment leads to disqualification.

Supply and delivery of paraffin to 2,200 households across 32 wards of Ingquza Hill Local Municipality. Each household receives 60 litres per annum in a closable container, delivered within a 3-month period, completed before end of financial year June 2026-27. The service area is divided into 10 clusters (A–J) of 200–245 households each. Bidders may price for one or more clusters, but no bidder will be appointed for more than one cluster. Pricing must be at a flat rate per cluster. Bidders must have relevant equipment for delivery with minimal interruptions.

Bidders must submit a detailed project implementation plan with clear time frames, communication strategy, scope of work, and packaging. This forms part of the functionality assessment (20 points).

Bidders must demonstrate at least four successfully completed projects in supply and delivery of goods and services. Reference letters and appointment letters from previous public institutions are required: 10 points each for projects of R500,000 and above, 2 points each for projects between R300,000 and R500,000. Bidders must have own transport (pick-up bakkie/truck) with proof of ownership, or a signed lease agreement with proof of vehicle ownership.

Prices must be firm and inclusive of VAT and all other taxes, duties, and costs. Pricing must be submitted per cluster (A–J) with a flat rate per household. Bidders may price for one or more clusters, but no bidder will be appointed for more than one cluster. The price summary includes sub-total, VAT (15%), and total bid offer. Bidders must indicate expected delivery date.

The tender offer must remain valid and irrevocable for 90 days from closing date. Withdrawal after closing requires written permission from the municipality; unauthorized withdrawal may incur liability for additional expenses. The municipality is under no obligation to accept any proposal and reserves the right to accept the whole or any part. Bids will not be considered from persons in the service of the state, or from bidders or directors listed on the Register of Tender Defaulters, or who have abused the SCM system or failed to perform on previous contracts. Bidders must not have undisputed municipal accounts overdue by more than 30 days.
