Quotations must be typed on company letterhead and emailed to [email protected] before the closing date and time. Quotations must be addressed to Tholang Mothabeng. Late bids will not be accepted. Bids must be submitted on the official forms provided and not re-typed. Any additional conditions must be in an accompanying letter. Changes to quotations after closing will not be considered. Quotations must remain valid for 60 working days from the closing date. Returnable documents: Mandatory (disqualification if not submitted): quotation on company letterhead, valid RMI certificate. Other mandatory (3 working days to provide, otherwise disqualification): valid SARS PIN, completion of all RFQ documentation including all declarations, CSD supplier registration number, certified ID copies of directors. Evaluation stages: Stage 1A – Mandatory Requirements (quotation on company letterhead, valid RMI certificate) – automatic disqualification if not submitted. Stage 2 – Price (80 points) and Specific Goals (20 points) under the 80/20 preference point system. Price formula: Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals: B-BBEE Level 1 or 2 (10 points, evidence: BEE certificate or affidavit, consolidated scorecard for JV), at least 51% owned by black women (10 points, evidence: certified ID copies of owners not older than 3 months and CIPC registration document). Stage 3 – Site Visit Evaluation (80 points): site visit conducted to bidders that have met the technical threshold of 80% to verify workshop capacity, space for coaches, and availability of tools/equipment for overhauling gearboxes, diffs and centre portions.

Work includes: chem clean/strip/blast, consumables, crack test, diesel, dyno test run/hot run, polish main bearing, recon turbo, recon heads, remove and replace engine, resleeve cylinders, standardize/check conrods. Workshop inspection to be conducted per Annexure A. All parts to be supplied by the supplier, including: set main bearings, gaskets set, oil pump/gears and bush, fuel filter, oil filter, O/H injectors, complete assembly, conrod bolts, oil pressure valve, camshaft, cam follower, valve stem seals, O-rings, injector tubes O-rings, seal bushing.

Engine overhaul process includes: chem clean/strip/blast, consumables, crack test, diesel, dyno test run/hot run, polish main bearing, recon turbo, recon heads, remove and replace engine, resleeve cylinders, standardize/check conrods. Deviation from the pricing schedule may render the bid non-responsive.

Pricing must be in South African Rand, inclusive of all applicable taxes. Prices must be firm and the basis indicated. Cost breakdown must be provided. Bidders must be registered on the Central Supplier Database (CSD) – business may not be awarded to unregistered bidders (foreign suppliers with no local entity exempt). Bidders must have a valid SARS Tax Compliance Status PIN or certificate; each party in a consortium/JV/sub-contracting must submit separate TCS/CSD. Bidders must not be persons in the service of the state, or companies with such directors. Mandatory returnable: quotation on company letterhead, valid RMI certificate. Contract governed by PRASA General Conditions of Purchase. Payment within 30 days of receipt of correct tax invoice. Warranty: items free from defects for one year from acceptance (unless otherwise stated in the order). Supplier indemnifies PRASA against claims arising from negligence, IP infringement, breach of statutory duty, defective design, materials or workmanship. Sub-contracting requires PRASA's prior approval; the successful bidder remains liable for performance. Governing law: South African law, non-exclusive jurisdiction of South African courts. Special condition – Funding Contingency: PRASA has obtained National Treasury approval to depart from PFMA SCM Instruction No. /22 paragraph 8.4; budget allocation not yet completed at issuance; award strictly subject to securing funding and confirming sufficient budget; PRASA may cancel the RFQ if funding not secured; bidders waive rights to claim losses for non-award due to funding failure.
