Submission must be hand-delivered to the bid box at 75 Helen Joseph Street, Cnr Harrison Street, Johannesburg, 2001, before the closing date and time. The bid box is generally open 7 days a week from 5am to 7pm. Late bids will not be accepted. All RFQs must be submitted on the official forms provided, not re-typed. All declarations and MBD forms must be completed and signed in full. Returnable documents include: MBD 1 (Invitation to Bid), MBD 3.1 (JRA pricing schedule), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 6.2 (Declaration for Local Production and Content), MBD 8 (Declaration of Bidder's Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination), and, where applicable, a signed Joint Venture Agreement. Additional required documents: copy of Tax PIN, company registration copies, proof of CSD registration, certified ID copies of all directors, proof of municipal rates and taxes not in arrears for more than three months, and certified B-BBEE certificate or sworn affidavit. Bids from persons in the service of the state will not be considered. Bidders blacklisted by National Treasury or any National Authority due to non-performance will not be considered. The applicable preference point system is the 80/20 system: price 80 points, specific goals 20 points. Bidders must complete the JRA pricing schedule (MBD 3.1) fully and sign it. Bid amount must be stated VAT excluded. Brand names must be specified in Annexure G (Price Schedule document). Where deliveries are quoted ex-stock, delivery period must not exceed five (5) working days after receipt of order.

Mandatory: registration on National Treasury Central Supplier Database (CSD). CIDB registration with grading minimum 2SF or higher. Key personnel qualifications: Fireman's (Technician's) SAQCC Fire 1475 certificate; SHE Officer with National Diploma in Safety Management (NDSM) or higher; company must have a SANS 1475 permit from approved accreditation bodies (BSI, SABS or SACAS). Certified copies of qualifications must be attached. Tax compliance: submit SARS Tax PIN or CSD number. Company registration copies and certified ID copies of all directors must be submitted. Proof of municipal rates and taxes not in arrears for more than three months for company and directors; if renting, attach lease agreement and rental invoice; if operating from residential address, attach sworn affidavit. B-BBEE: submit certified valid B-BBEE certificate or sworn affidavit issued by DTI or SANAS; for EMEs, a letter from registered auditor confirming turnover less than R10M p.a. Local content: minimum threshold of 100% for all listed fire equipment items; submit Local Content Declaration (Annex C) and Declaration Certificate (MBD 6.2).

Bidders must submit certified valid B-BBEE certificates or sworn affidavit issued by DTI or SANAS. For EMEs, a letter from registered auditor confirming turnover less than R10M p.a. Failure to submit will not disqualify but will disadvantage scoring on B-BBEE points. For joint ventures, B-BBEE must be consolidated.

Key personnel must include a SHE Officer with a National Diploma in Safety Management (NDSM) or higher. The company must hold a SANS 1475 permit from approved accreditation bodies (BSI, SABS or SACAS).

The bid is subject to the Preferential Procurement Policy Framework Act of 2000, the Preferential Procurement Regulations 2022, the General Conditions of Contract (GCC), and any applicable special conditions of contract. No bids will be considered from persons in the service of the state. Bidders must be registered on the National Treasury Suppliers Central Database. The successful bidder must complete the contract form (MBD 7.1 or 7.2) in duplicate, signed by both parties. Payment will be made within 30 days after receipt of an invoice accompanied by the delivery note (goods) or invoice (services).
