Three-stage evaluation:

The contract will be subject to ATNS standard Terms and Conditions, including the General Conditions of Contract (GCC). Key provisions:

• ATNS may vary scope or cancel the process at any stage before contract signature.

• ATNS may negotiate with one or more bidders and is not obliged to accept the lowest bid.
• Non-compliance with delivery terms requires immediate written notice; ATNS may implement remedies per GCC.
• Copyright of all documentation belongs to ATNS; the contractor may not disclose without written approval.
• On termination, all documentation and deliverables must be handed over without right of retention.

ATNS may cancel or postpone the process at any stage before contract signature. ATNS may negotiate with bidders and is not obliged to accept the lowest bid. Bidders with proven fraud, abuse of SCM, or poor past performance may be rejected. Non-compliance with delivery terms requires immediate written notice; ATNS may apply GCC remedies.
