(2) Key Personnel Qualifications (30 points) – Project Manager: Degree/BTech (NQF Level 7) in Construction Management, Civil Engineering, or Project Management (Expert=10, Novice=0); Plumber: trade test (Plumbing) (Expert=10, Novice=0); Electrician: trade test certificate (Electrical) (Expert=10, Novice=0). Certified copies of qualifications must be attached; foreign qualifications must be verified by SAQA. (3) Company References (40 points) – Three reference letters for similar supply and installation of commercial drinking water dispensers, hydration stations, or water purification dispenser systems, each with a minimum value of R250,000 Excl. VAT, within the last 10 years. 3 relevant references = 40 points, 2 = 20 points, less than 2 = 0 points. Reference letters must be signed on company letterhead and include project description, value, duration, and contact details.

Scope: Design, supply, installation, and commissioning of purified water dispensers at O.R. Tambo International Airport. Currently there are no purified water dispensers in ORTIA. Deliverables include: detailed design and site assessment with approved drawings; supply and delivery of eight (8) commercial-grade purified water dispensers with bottle-filling and touch-free dispensing; supply and installation of complete multi-stage filtration and purification systems (sediment filters, activated carbon, UV sterilisation, pressure regulators, monitoring equipment); supply and installation of eight (8) insulated chilled water storage tanks with integrated chilling units maintaining water temperatures between 5°C and 10°C; connection to existing potable water reticulation including pipework, valves, fittings, drainage, supports; provision of power supplies, cabling, isolators, control systems, protection devices, and Certificates of Compliance; installation, commissioning, and integration into existing airport infrastructure; operational and maintenance training for ACSA maintenance personnel; operation and maintenance manuals; and practical completion and handover package including certificates, reports, manuals, training records, manufacturer warranties, defects liability commitments, and equipment certifications.

Key personnel experience and qualifications are evaluated as part of functionality (30 points each). Project Manager must have 5+ years managing commercial plumbing/water dispenser/building services installations and a Degree/BTech (NQF Level 7) in Construction Management, Civil Engineering, or Project Management. Plumber must have 3+ years in plumbing and installation of commercial potable water systems and a trade test (Plumbing). Electrician must have 3+ years connecting commercial equipment and a trade test certificate (Electrical). Certified copies of qualifications must be attached; foreign qualifications must be verified by SAQA. Company references: three reference letters for similar supply and installation of commercial drinking water dispensers, hydration stations, or water purification dispenser systems, each with a minimum value of R250,000 Excl. VAT within the last 10 years.

Pricing must be submitted on the prescribed pricing schedule only; failure to do so may lead to disqualification. The schedule includes 22 line items covering site assessment, design, plumbing and electrical integration, eight dispensers, purification systems, chilled water tanks, controls, pipework, drainage, cabling, barricading, water quality testing, 12 months of maintenance, emergency call-out support, health and safety requirements (R15,000), and ACSA permit requirements (R12,000). Disbursements will be reimbursed at actual cost, with proof of expenses required. Prices must remain firm for a validity period of 120 business days. The 80/20 preference point system applies (price and specific goals).

Tax compliance: Provide a SARS Tax Compliance Status PIN or CSD number. For consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number. CSD registration is required. B-BBEE: Submit a BEE certificate and scorecard, or a QSE/EME affidavit. Declaration of Interest and Politically Exposed Persons form must be completed. SBD 4 (Bidder's Disclosure) and SBD 6.1 (Preference Points Claim) are mandatory. Certificate of Incorporation showing ownership split is required. VAT questionnaire must be completed. ACSA Terms and Conditions must be accepted. Bidders must not be listed on the Register for Tender Defaulters or List of Restricted Suppliers. Security vetting may be required as ACSA is a National Key Point.

Health and safety requirements are included as a pricing line item (R15,000). ACSA permit requirements are also a pricing line item (R12,000). Bidders must comply with ACSA's security vetting as ACSA is a National Key Point.

The successful bidder must ensure a fully completed and signed written contract post award. The bid is subject to the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations, the General Conditions of Contract (GCC), and any other special conditions of contract. The bidder must maintain validity of submitted information for the duration of the contract and provide updated information when changes occur.

ACSA reserves the right to award the whole or part of the bid, split the award, negotiate with shortlisted bidders, award to a bidder other than the highest scoring where objective criteria allows, reject the lowest acceptable bid, or cancel the bid. Any alteration to the bid document will lead to disqualification. Validity period of 120 business days is required, during which prices must remain firm. Bidders must not disclose any information from the bid process without written approval from ACSA; third parties consulted must complete confidentiality agreements. ACSA will not disclose bidder information without written approval. Bidders may be subject to security vetting.
