Submit one original response plus an electronic copy on a USB drive, in two sealed envelopes. Envelope 1 (Volume 1) must contain Part A (Compliance Response) and Part B (Technical/Functional Response). Envelope 2 (Volume 2) must contain Part C (Financial Proposal and SBD 6.1). No pricing information may appear in Envelope 1. Deliver to the HDA tender box at 4 Kikuyu Road, Sunninghill, addressed to the SCM Office, quoting the RFP number and description. Bids received after 11:00 on 17 September 2026 or at the wrong address will be rejected. Returnable forms: SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim Form), Pricing Schedule (Annexure 2), COID Letter of Good Standing, CSD Report, and financial statements for the past three years. All forms must be completed, signed, and submitted; omission may lead to disqualification.

Supply, deliver, and install single beds and bunk beds at Montclair Lodge, a transitional emergency accommodation facility in Durban. The furniture must be high-quality, durable, safe, and comfortable. Before bulk delivery, provide one sample bed for HDA inspection and written approval. Bulk supply proceeds only after sample approval. Rejected goods must be replaced at the supplier's cost. Deliver fully assembled or provide on-site assembly and installation. Deliver within the agreed timeline after purchase order. Provide a minimum two-year warranty covering defects in materials, workmanship, and structural integrity. Replace or repair defective items within two working days of notification. Provide after-sales support including warranty claim contact details and reasonable defect response.

The bidder must have a minimum of three years in operation. Experience in supplying furniture to government or corporate customers is scored: 1 project = 5 points, 2 projects = 10 points, 3 projects = 15 points, 4 projects = 20 points, 5 projects = 30 points. Provide appointment letters, reference letters, or purchase orders as evidence.

The supplier must provide one sample bed for inspection and approval before bulk delivery. The HDA may reject any goods that do not conform to specifications, quality standards, or the approved sample. Rejected goods must be removed and replaced at the supplier's cost. A minimum two-year warranty covering defects in materials, workmanship, and structural integrity is required.

Complete the Pricing Schedule (Annexure 2) in South African Rand, VAT inclusive. The price must be firm. Include a cost breakdown and indicate any price escalation basis. Submit pricing only in Envelope 2 (Volume 2). Deviation from the schedule may result in disqualification. Discounts are considered only at final evaluation on an unconditional basis.

Submit a valid COID Letter of Good Standing. Provide a CSD report. Complete and submit SBD 1, SBD 4, and SBD 6.1. Joint ventures or consortia must submit a signed agreement stating percentage split and responsibilities, plus consolidated specific goals proof.

Specific goals points are awarded under the 80/20 system. Black Women Owned: up to 4 points (75-100% = 4, 51-74.99% = 3, below 51% = 1). Youth: up to 7 points (75-100% = 7, 51-74.99% = 5, below 51% = 3). Disabled People: up to 5 points (75-100% = 5, 51-74.99% = 4, below 51% = 2). Military Veterans: 2 points. HDSA: 2 points. Proof via CSD or sworn affidavit. Joint ventures must submit consolidated proof.

The HDA may negotiate final contract terms with the successful bidder. Prices of all bidders will be published on the National Treasury e-Tender Portal after award. All plans and designs provided by the HDA remain its property. The HDA may cancel the contract if the supplier fails to maintain valid returnable documents. The HDA may terminate the contract with 30 calendar days' notice if service levels are not met.

The bid is valid for 120 business days from the closing date. National Industrial Participation Programme (NIPP) requirements apply if imported content is involved. The HDA may split the award between multiple service providers.
