Disqualification risks: any returnable form omitted or unsigned; late submission; material deviation from tender requirements; failure to meet minimum functionality score of 70/100.

• Number of artisans/technicians with recognised trade tests (max 30 points): >14 = 30, 12-14 = 20, 10-12 = 10, <10 = 0. At least 4 must be permanently employed; the rest may be under SLA.
• Project Manager's proven completed-project track record (max 20 points): >5 projects = 20, 2-5 = 10, 1-2 = 5, 0 = 0. CVs and completion proof required. Project Manager may be outsourced under SLA.
• Proven track record in valve procurement/supply and turnaround (max 20 points): ability to supply an isolation valve >=200NB and a control/regulating valve >=100NB within 8 weeks on average. Turnaround <4 weeks = 20, 4-6 weeks = 10, 6-8 weeks = 5, no record = 0.
• Tendering entity's minimum experience in removal, repairs, maintenance, testing, installation and commissioning of valves from 100NB to 1200NB (max 30 points): >10 years = 30, 5-10 years = 10, 2-5 years = 5, <2 years = 0.

Price and preference (90/10 system, applicable up to R50 million VAT inclusive):

JV/consortium experience assessed collectively where agreement demonstrates combined resources. Specific minimum requirements for key personnel must be met by the responsible member.

Scope: supply, installation, servicing, repairing, and reconditioning of valves and associated pipework for water and sanitation for the City of Cape Town.

Contract period: 36 months from commencement.

Valve types covered (per Price Schedule): resilient seal gate valves, wedge gate valves, wafer type knife gate valves, check valves, air release valves, butterfly valves, pressure reducing valves, sleeve/discharge valves, heavy duty right-angle flow control valves, wedge gate metal seat valves with gearbox and bypass, plunger/needle design flow control valves, pneumatic actuators, electric actuators, and associated parts and sundries.

All standards to be adhered to as per clause 3.3 under detailed specifications. References to trademarks, names, patents, designs, types, specific origin or producer are deemed accompanied by "or equivalent".

Project Manager: must be registered with ECSA as Professional Technician (Pr Techni) minimum in Civil or Mechanical Engineering. Certified copy required at tender close. May be outsourced under SLA.

Artisans/Technicians: must hold appropriate Department of Labour trade test/red seal (Civil/Mechanical, Fitter and Turner, Millwright). Certified proof required. Team minimum: 1 Artisan and 1 Labourer/Assistant.

CCT may require samples, inspections, tests and analysis during evaluation. Samples submitted for testing may not be returned in original condition or at all. Unsuccessful bidders will be advised to collect samples.

Pricing must comply with all instructions on the Price Schedule. Arithmetical errors corrected per CCT policy.

Pricing format: schedule of rates per the Price Schedule (Section C4). Schedules cover general requirements, labour charges, supply and delivery of various valve types and seal sets, specialised equipment and services, additional parts and sundries, and provisional sums per work package.

Price scoring: 90/10 system applied up to R50 million VAT inclusive. Formula: Ps = 90 x (1 - (Pt - Pmin)/Pmin).

Tender fee: R200 non-refundable for a hard copy; free for website download.

Arithmetical errors corrected per CCT policy: amounts in words govern over figures; line-item totals govern over unit rates; tenderer may be asked to revise rates if deemed unbalanced.

Performance security/guarantee: pro forma provided as Annexure C. Advance payment guarantee: pro forma provided as Annexure E. Approved financial institutions listed in Annexure D.

Insurance broker's warranty required (Annexure A).

For transactions above R10 million: audited financial statements for past 3 years, certificate of no overdue municipal commitments, particulars of past contracts with organs of state, and statement on foreign sourcing.

CSD registration: mandatory on National Treasury Central Supplier Database (https://secure.csd.gov.za). Each JV party must register separately.

CCT Supplier Database registration: required upon request; forms at Supplier Management Office or www.capetown.gov.za.

Tax compliance: valid SARS Tax Compliance Status PIN must be submitted with tender and recorded on Details of Tenderer pages. Each JV party submits separately. CCT verifies via CSD or e-Filing before award.

B-BBEE: preference points claimed via Schedule F.4 (Preference Points Claim Form). Documentary proof (CSD report, B-BBEE certificate, etc.) required.

ECSA registration: Project Manager must be registered as Professional Technician (Pr Techni) minimum in Civil or Mechanical Engineering. Certified copy required at tender close.

Trade test certificates: all nominated artisans/technicians must hold appropriate Department of Labour trade test/red seal (Civil/Mechanical, Fitter and Turner, Millwright). Certified proof required.

Team size: minimum 1 Artisan and 1 Labourer/Assistant.

No restrictions per CCT SCM Policy for abuse, Competition Act contraventions, or other grounds. No conflict of interest (not an advisor/consultant to CCT, not involved with bid specification committee).

Occupational Health and Safety Agreement (Section C.3) must be completed in terms of Section 37(2) of OHSA.

Preference points (10 points) under 90/10 system for specific goals:

• Promotion of Micro and Small Enterprises (4 points): micro turnover up to R20m; small up to R80m per National Small Enterprise Act.
• Enterprise Supplier Development and Socio-Economic Development (3 points): >15% of total expenditure = 3, >10-15% = 2, >=5-10% = 1, <5% = 0.
• Skills Development OR Employee Share Scheme (3 points): profit-share or employee-ownership thresholds: >15% = 3, >10-15% = 2, >=5-10% = 1, <5% = 0.

Documentary proof (CSD report, B-BBEE certificate, Proof of Disability, Financial Statements, commissioned sworn affidavits, etc.) must be submitted to qualify.

Occupational Health and Safety Agreement (Section C.3) must be completed in terms of Section 37(2) of OHSA. The supplier undertakes to ensure all work, equipment, machinery and plant comply with OHSA and regulations. Subcontractors must sign separate OHS agreements and comply with conditions.

Tenderers must demonstrate competencies and resources to deliver goods/services in accordance with OHSA, Regulations and Health and Safety Specification.

Contract period: 36 months from commencement date.

CCT may appoint up to three tenderers: highest-ranked (winner) plus two alternative tenderers. Work allocated on winner-takes-all basis; next-ranked considered only if winner declines. Fewer or no tenderers may be appointed if insufficient responsive bids.

Standby bidder may be nominated at award and considered if contract is terminated.

Tender offer valid for 120 days after closing. Validity automatically extends to 12 months after original expiry unless bidder objects in writing; may be further extended up to 6 months by mutual agreement.

Withdrawal of tender after closing permitted only at CCT's discretion; unauthorised withdrawal may result in liability for additional costs.

Disputes: written objection/complaint/query within 14 days of decision. Appeals under Section 62 of Municipal Systems Act within 21 days of notification. Appeal administration fee: R300. Surcharge for vexatious appeals: 1/2 administrative cost + 0.25% of tender price.

CCT may cancel tender process before contract formation if needs change, funds unavailable, no acceptable tenders, material irregularity, or inability to negotiate market-related pricing.

Abuse of SCM system may result in tender rejection, contract cancellation, supplier restriction, or other remedies.
