Three-stage evaluation:

Stage 1 – Eligibility (attendance at clarification meeting): An authorised representative of the tendering entity (or intended JV partner) must attend the non-compulsory virtual clarification meeting. • Company's Previous Experience (weight 50 points): Hydrostatic pressure testing of gaseous fire suppression system cylinders (excluding handheld/wheeled portable extinguishers) through an accredited facility. Scoring: 0 pts (no info), 10 pts (1 reference), 20 pts (2 references), 30 pts (3 references), 40 pts (4 references), 50 pts (5+ references). Independent documentary evidence (reference letters, completion certificates, contracts, POs) required for each reference; without it, the reference is disregarded.
• Key Person No. 1 Experience (weight 25 points): Years of relevant experience in maintenance and servicing of FM200 Detection System. Scoring: 0 pts (<2 yrs), 5 pts (2–<4 yrs), 10 pts (4–<6 yrs), 15 pts (6–<8 yrs), 20 pts (8–<10 yrs), 25 pts (10+ yrs). CV must be submitted.

Final evaluation (for tenderers passing functionality): 80/20 preference point system (price 80 points, specific goals 20 points) where the financial value of responsive tenders is equal to or below R50 million inclusive of VAT; otherwise 90/10 applies. B-BBEE certificate from SANAS-accredited agency or sworn affidavit required to claim preference points; absence scores zero for preference. Key technical requirements:

• Hydrostatic pressure testing of gaseous fire suppression system cylinders (FM200) through an SANAS-accredited pressure testing facility. Handheld and wheeled portable fire extinguisher cylinders are excluded.
