Agency or Company to effectively Monitor, Track, and Deliver Statistical and Analytical
Reports on the RAF's media coverage across National, Regional/Provincial, and Community
Media. This encompasses all media platforms, including Print, Radio, Television, Online, and
Social & Digital media, for a period of three (3) years.
4.2. Subcontracting, outsourcing, or transferring any part of the Scope of Work to third parties is
strictly prohibited.
4.3. The Service Provider must deliver the following services:

5.1. The contract is for three years.
The Evaluation Process will be conducted under the following phases: —
Phase 1: Initial Screening Process — At this phase, Bidders' responses are reviewed to verify that
they have responded according to the RAF Request for Bid (RFB) document.
Phase 2: Mandatory Evaluation Process—At this phase, Bid Responses are evaluated according
to the criteria specified in the Request for Bid (RFB) document for compliance with the Mandatory
Requirements. Bidder(s) who meet the Mandatory Requirements will be evaluated further on
Technical Requirements.
Phase 3: Technical/ Functional Evaluation Process
Part A: Technical evaluation - Bidder(s) who met the minimum threshold of 60 points out of 80
points allocated at Functionality Evaluation (Part A) will be further evaluated in Phase 3, Part B
(Presentation). Bidders who do not achieve a minimum score of 60 out of 80 points will not be
eligible to proceed further with the evaluation and will thus be disqualified.
Part B: Presentation - Bidder(s) must present for a maximum of 30 minutes and another 30 minutes
will be allowed for questions and answers. The total score for presentation is 20 points and bidders
must score a minimum of 10 points to be considered for further evaluation.
Phase 4: Price and Specific Goals evaluation - At this phase, the bid(s) will be assessed
according to the preferential point system specified in the RFB document. Bidders who meet the
functionality threshold will be evaluated on Price and Specific Goals, in accordance with the
preferential procurement principle as outlined in the RFB document.
6.1. Phase 2: Mandatory Evaluation Process
All Bidders who do not meet all the mandatory requirements will be disqualified and will not be
considered for further evaluation of the functional requirements.

confirming that the work will be done in-house, i.e., it will not be sub-

be transferred to third parties.

mentioned in 6.2.1, inter alia’ must include the following:

Bidders who passed the set Functionality /Technical threshold will be invited to an hour
(1 hour) compulsory structured presentation. Bidders’ presentations must not exceed
thirty (30) minutes and should cover the items as reflected in the table below. Another
thirty (30) minutes will be allocated to a Question-and-Answer session. RAF reserves
the right to ask relevant follow-up questions during and/or after the presentation.
