The appointment of skilled financial professional to that provide
Financial support to impendle local municipality on behalf of the
Department of cooperative goveranance and traditional affairs.
The Department of Cooperative Governance and Traditional Affairs is to appoint a professional
service provider to assist with financial management support to Impendle Local Municipality in
terms of the Municipal Finance Management Act (MFMA) and related Local Government
Legislation, Generally Recognised Accounting Standards (GRAP), standards of relevance to
Local Government of the Accounting Standards Board (ASB), Treasury Regulations and norms
and standards.
The objective of the appointment of financial expert of suitably skilled and qualified financial
professionals to the Impendle Local Municipality for a period agreed upon to provide hands on
support to the municipality, identify root causes for financial challenges and develop an
implementation/recovery support plan to restore financial viability and sustainability of the
municipality.
The Department has a constitutional mandate to monitor and support municipalities. In keeping
with its mandate, various programmes of support have been developed by the Department.
The Municipality is placed under Section 139 (1)b intervention of the Constitution of the Republic
of South Africa. The municipality is facing serious financial problems, with three-month
outstanding payment on salaries including councillor allowances. It has come to the attention of
the Department that the Chief Financial Officer of Impendle Municipality has tendered his
resignation and is currently serving a thirty-day period notice ending 31 August 2026. The
Municipality does not have sufficient capacity in preparing Annual Financial Statements and have
limited capability in responding to the Request For Information (RFIs) and Communication audit
findings raised by Auditor-General (SA).
2.1 Interventions
Impendle Local Municipality is in a financial crisis and are assisted by interventions of the
Department through Constitutional section 139 Interventions. The Municipality have developed a
financial recovery plan in which financial expert will review and support the Municipality to address
financial difficulties; improve financial governance and financial control systems thus restoring the
financial health of the municipality in order that it may manage its own affairs.
3.1 Deployment methodology
The Department had various engagements with the Municipality in identifying required support
intervention activities on financial management. The appointed service provider will be required
to perform a scope of work from amongst the activities detailed below as a guideline. Assessment
on the status of the municipality has been undertaken and noted that
(i) The municipality has regressed from unqualified to adverse audit opinion in 2024/2025
financial year due to insufficient supporting documentation and unfairly presentation of
Annual Financial Statements;
(ii) The Municipality is under Section 139(1) (b) of the Constitution and there is an appointed
Ministerial Representative (Administrator);
(iii) The Municipal Manager has resigned with immediate effect, awaiting for Department
secondment on the position of Municipal Manager;
(iv) The municipality is financially distressed;
(v) The municipality have long outstanding creditors not paid within 30 days due to financial
instability;
(vi) The municipality have insufficient capacity within Budget & Treasury Office;
(vii) The municipality has commenced in preparing Annual Financial Statements however there
is major gaps and discrepancies;
(viii) The municipal officials are currently on strike due to unpaid salaries; and
(ix) There is instability on governance and management of the municipality.
The resource selected from the appointed panel established will be assigned to an identified
municipality to undertake the below support intervention activities relating to financial

3.2 The appointed financial expert must have the following minimum competencies and
expertise:
3.2.1 Comprehensive knowledge and understanding of the legislation applicable to
municipalities, including but not limited to the MFMA, DoRA, VAT Act, Taxation
Administration Act, Municipal Property Rates Act; Municipal Systems Act and Municipal
Structures Act.
3.2.2 Thorough knowledge and understanding of National Treasury Guidelines and
Regulations relevant to municipalities.
3.2.3 Knowledge and experience in the workings of the various financial systems used by
municipalities including the processing and extracting of information.
3.2.4 Knowledge and expertise in the application of Generally Recognised Accounting
Practices (GRAP) in municipalities.
3.2.5 Knowledge and expertise in application of International Internal Audit Standards.
3.2.6 Knowledge, expertise and practical experience in contributing to improved sustainability
and financial viability through the conduct of projects with particular reference to the
scope of work identified in Clause 3 above.
3.2.7 Ability to transfer skills to provincial and municipal officials;
3.2.8 Clear understanding of the dynamics of the KwaZulu-Natal municipalities, and
3.2.9 A multi-disciplinary team to address all aspects of financial management as may be
required.
3.3 Areas of discipline:

3.4 Disciplines in financial management

The service provider appointed will be accountable to the Chief Director: Municipal Finance
within the Department.
8.1 The service provider will provide the Department and municipality with a
recovery/implementation support plan and monthly reports indicating the progress against
all milestones in the plan;
8.2 A comprehensive close-out report together with operating manual that will charter the way
forward for future improved audit outcome projects, support to intervention municipalities
and or support to the Department and the municipality; and
8.3 The Department will undertake a performance assessment on the work undertaken by
financial expert in conjunction with the municipality.
9.1 The service provider will be appointed by the Department for a specified timeframe set by
the Department.
10.1 It is envisaged that local government finance practitioners with current affiliation to
professional bodies such as SAICA, CIA (IIA) and CIGFARO would be the best suited to
undertake this project. The incumbent should also have project management skills.
10.2 The quality assurance would be through requesting written references from municipalities
where the bidding service providers have undertaken similar work in the last three years.
