Bids must be deposited in the bid box at the Department of Transport, Head Office, iNkosi Mhlabunzima Maphumulo House, 172 Burger Street, Pietermaritzburg, 3201, before the closing time of 11:00 AM on 14 September 2026. Late bids will not be considered. Bids must be submitted on the official forms provided (not retyped), in a sealed envelope marked with the bid number, closing date, and the bidder's name and address. No bids by post, courier, telefax, or telegraph will be accepted if received after the closing time. Bids must not be included in packages containing samples. Alterations must be initialled; correcting fluid is prohibited. Returnable forms include SBD 3.1 (Pricing Schedule – Firm Prices), SBD 4 (Bidder's Disclosure), SBD 6.1 (Preference Points Claim), SBD 7.2 (Contract Form – Rendering of Services), and the Authority to Sign a Bid form (Section M). Proof of authority (e.g., company resolution) must be submitted. Failure to provide or comply with any required particulars may render the bid invalid.

The 80/20 preference point system applies. Price is allocated 80 points; specific goals are allocated 20 points. Specific goals: (1) promotion of enterprises located in KZN – 10 points, proof: municipal account or letter from local councillor; (2) an EME or QSE at least 51% owned by black people – 10 points, proof: B-BBEE certificate or sworn affidavit. Bidders must submit proof with the bid to claim specific goal points; failure to do so means no points are claimed. The department reserves the right to call for presentations, request further technical/functional information, verify information, negotiate with shortlisted bidders, and accept bids in whole or in part.

Scope: servicing and regassing of 37 air conditioners where needed; repair of 15 air conditioners that are leaking, have no hot air, or no cooling; and provision of 3 air conditioner remotes. Delivery required within 5 working days or the date communicated by the end user. Delivery point: Department of Transport, 04 Aubrey Road, Pinetown, Durban, 4052. All delivery costs must be included in the bid price. The goods supplied must conform to the standards mentioned in the bidding documents and specifications.

Goods and services must conform to the standards specified in the bidding documents. The supplier's premises must be open for inspection by the department at all reasonable hours. Pre-bidding testing is for the bidder's account. If inspections show non-compliance, the supplier bears the cost and must replace rejected supplies at their own expense. The supplier must permit the purchaser to inspect and audit records relating to performance.

Quantities: 37 aircons to be serviced and regassed where needed; 15 aircons to be repaired (leaking, no hot air, no cooling); 3 aircon remotes. Offer valid for 120 days from closing date. Only firm prices accepted. All delivery costs included. VAT at 15% applicable. Grand total in RSA currency including all applicable taxes. Brand/model, country of origin, and compliance with specifications must be indicated.

Pricing must be on SBD 3.1 (Pricing Schedule – Firm Prices). Only firm prices will be accepted; non-firm prices (including those subject to exchange rate variations) will not be considered. The offer must be valid for 120 days from the closing date. VAT at 15% must be included. The grand total must be in RSA currency including all applicable taxes. All delivery costs must be included. The bidder must indicate brand/model, country of origin, and confirm compliance with specifications. Performance security may be required within 30 days of contract award, in the form of a bank guarantee, irrevocable letter of credit, or cashier's/certified cheque. Payment will be made within 30 days after receipt of a valid invoice.

Bidders must be registered on the Central Supplier Database (CSD) or provide a SARS Tax Compliance System PIN. A printed TCS certificate may be submitted. Each party in a consortium/JV/sub-contractor arrangement must submit a separate TCS certificate/PIN/CSD number. Bids will not be considered from persons in the service of the state, companies with directors in the service of the state, or close corporations with members in the service of the state. Bidders must submit a B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) to qualify for preference points. The following forms must be completed and signed: SBD 4 (Bidder's Disclosure), SBD 6.1 (Preference Points Claim), SBD 9 (Certificate of Independent Bid Determination) – implied, and the Authority to Sign a Bid form. The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions. The successful bidder must sign a written contract form (SBD 7.2). The supplier warrants that goods are new, unused, and free from defects for 12 months after delivery or 18 months after shipment, whichever is earlier. Payment will be made within 30 days after receipt of a valid invoice. Prices may not vary from those quoted. The supplier may not assign obligations without prior written consent. Subcontracts must be notified in writing. Delays may incur penalties calculated at the current prime interest rate per day of delay. The purchaser may terminate the contract for default, including corrupt or fraudulent practices, and may restrict the supplier from doing business with the public sector for up to 10 years. The supplier must have Professional Indemnity insurance with a minimum cover of R160 million.

KZN Department of Transport reserves the right to call for presentations, accept bids in whole or in part, not make any award, award to more than one respondent, request further technical information, verify information, withdraw or amend bid conditions, and remedy incorrect awards. KZN DOT reserves the right to negotiate with shortlisted respondents prior and post award. KZN DOT does not support any form of fronting.
