The eastern cape department of public works and infrastructure, on behalf of the department of social development, is procuring a two-year term contract for the supply, servicing, repairs and maintenance of electrical equipment across the amathole district and buffalo city metro (cluster four). The contract will be based on the nec3 term service contract. Bidders must hold a valid CIDB grading of 3eb or higher, and the bid is subject to the 80/20 preference point system (80 for price, 20 for specific goals) with a 100% local content requirement for designated sectors.
Bidders must hold a valid CIDB contractor grading designation of 3EB or higher (Electrical Building), with an active CIDB status throughout the bidding process.
Bidders must be registered on the National Treasury Central Supplier Database (CSD) and submit a valid CSD report; tax matters must be in order and verified through CSD.
Bidders must submit a certified copy of a valid wireman's licence or a recognised electrician trade-tested certificate, along with a certified ID copy of the technician who will carry out the work; foreign qualifications must be accompanied by a SAQA evaluation certificate.
Bidders must submit at least three (3) written, contactable project references with completion certificates, signed by authorised personnel, for similar electrical services projects.
The bid is evaluated using the 80/20 preference point system (80 points for price, 20 points for specific goals); specific goals points are claimed via SBD 6.1 and require supporting documentation such as a Cipro (CK) certificate and proof of locality within Buffalo City Municipality for full points.
The designated local content sectors are Steel Products, PVC, Concrete and Components, with a minimum local production and content threshold of 100%; bidders must complete and sign the Declaration Certificate for Local Content to claim specific goal points.
