Four-stage evaluation:

1. Stage 1 – Administrative Compliance: verification of all mandatory returnable documents listed in T2.1. Failure to submit, complete, or comply with any mandatory requirement leads to automatic disqualification.
2. Stage 2 – Reference Letters / Similar Projects: three reference letters or completion certificates for similar General Building projects. Letters must be signed, dated, from traceable clients within the last 5 years; sub-contractor references not accepted.
3. Stage 3 – Price: evaluated on the 80/20 preference point system (price 80 points, specific goals 20 points). The formula for price points: Ps = 80 × (1 − (Pt − Pmin) / Pmin), where Pt is the tendered price and Pmin the lowest acceptable price.
