Vehicle Specifications

The supplied vehicle must meet the following minimum technical requirements:

• Tank Capacity: Minimum of 6 000 to 8 000 Liters.

• Pumping System: High-capacity vacuum pump capable of drawing heavy sludge and raw

sewage without standard blockages.

• Hoses & Fittings: Must be supplied with a minimum of 30 meters of durable suction hoses

(complete with leak-free couplings and fittings) to reach restricted access areas.

• Roadworthiness: The truck must possess a valid roadworthy certificate and motor vehicle

license.

• Condition: The vehicle must be in excellent mechanical condition. The service provider is

responsible for all maintenance, repairs, and the provision of a replacement vehicle within

24 hours in the event of a mechanical breakdown.

• Signage: The vehicle must be clearly marked and fitted with the necessary amber warning

strobe lights and reflective tape for safe operation in public traffic areas.

4. Operator and Personnel Requirements

• Licensing: The operator must hold a valid Code 10 or 14 (C or EC) driver’s license with a

valid Professional Driving Permit (PrDP).

• Experience: The operator must be trained and experienced in the operation of the

vacuum pump and the handling of hazardous biological waste.

• PPE: The service provider must supply all necessary Personal Protective Equipment

(PPE) for the operator in compliance with the OHS Act, including overall suits, heavy-duty

PVC gloves, safety boots, masks, and eye protection.

5. Regulatory and Compliance Requirements

The service provider must strictly adhere to all applicable national and local legislations,

including:

• DWS Regulations: Full compliance with the Department of Water and Sanitation (DWS)

regulations regarding the handling, transport, and disposal of wastewater.

• Safe Disposal: Illegal dumping is strictly prohibited. Waste may only be discharged at the

officially designated municipal WWTW. The operator must sign the daily disposal register

at the plant.

• NEMA: Compliance with the National Environmental Management Act (Act )

to prevent any environmental contamination or spillage during transit.

• OHS Act: Compliance with the Occupational Health and Safety Act (Act ). The

successful bidder must submit a valid safety file before commencement.

1.2.1 General and Special Conditions of Contract

The General Conditions of Contract (GCC) a

1.3.2.6 Data sheets for each product must be included in the tender submission. Failure to do so will result in the bid

not being accepted.

1.3.2.7 Bidders, who are not manufacturers or importers of the products, must submit written proof of appointment for

the distribution of the products to our Municipality. Failure to submit proof will invalidate the tender. This letter

must not be older than 1 year.

1.3.2.8 Quotations might be awarded per product.

1.3.2.9 Should price fluctuations vary by 3% or more, the bidder must submit written proof of new fuel prices or

exchange rates. Written notification of price adjustments must be submitted before the 15th of the month for

implementation on the 1st of the following month. Price adjustments based on fluctuations in the exchange rate

and/or fuel prices will be implemented only if the effect of the fluctuations is more than 3%.
