Supply, delivery and off-loading of electrical cables, as and when required, for a period of 36 months. A maximum of three service providers will be appointed to the panel.

Submission method: sealed envelope placed in the tender box on the 1st floor, Room B207, Civic Centre, Corner Walter Sisulu and Wanderers Avenue, Middelburg, by no later than 12:00 on 27/10/2026.

Envelope must be clearly marked with the tender number, title, closing date, and the name of the tenderer.

Telegraphic, telephonic, telex, facsimile, e-mail, unmarked, and late tenders will not be considered.

Returnable documents (Annexure A) – compulsory documents must be submitted or the bid will be disqualified:

• Copy of company registration certificate (CK)
• Copy of current municipal account not in arrears for three months (not older than 3 months) or lease agreement and landlord's municipal account for the bidder's business premises and directors' residences
• Joint Venture Agreement (if applicable) and CSD registration as a Joint Venture
• Professional Indemnity Insurance
• Annual financial statements for the past 3 years (audited if applicable)
• All forms completed in full

Non-compulsory: tax compliance status PIN and full CSD report.

Evaluation stages:

1. Functionality: bidders must attain a minimum of 70 points before financial proposals are considered.
2. Preference point system (PPPFA): 80 points for price and 20 points for Specific Goals (as per MBD 6.1).

The municipality does not bind itself to accept the lowest tender or the highest-scoring bidder.

• No person in the service of the state, nor any company with a director, manager, principal shareholder or stakeholder in the service of the state, nor any advisor or consultant contracted with the municipality may be awarded a contract.
