Submission method: sealed envelope placed in the tender box on the 1st floor, Room B207, Civic Centre, Corner Walter Sisulu and Wanderers Avenue, Middelburg, by no later than 12h00 on 29/10/2026.

Envelope must be clearly marked with the tender number, title, closing date, and the name of the tenderer.

Late, telegraphic, telephonic, telex, facsimile, e-mail, unmarked tenders will not be considered.

• Copy of company registration certificate (CK) – compulsory
• Tax compliance status PIN – non-compulsory
• Full CSD report – non-compulsory
• Copy of current municipal account not in arrears for three months (not older than 3 months), or lease agreement and landlord's municipal account, for the bidder's business premises and directors' residences – compulsory
• Joint Venture Agreement (if applicable) – compulsory; joint ventures must be registered on CSD as a joint venture
• Valid Fidelity Fund Certificate of all directors/partners – compulsory
• All forms must be completed in full – compulsory

Failure to submit compulsory documents will lead to disqualification.

Evaluation stages:

1. Functionality: bidders must attain at least 70 points to proceed to financial evaluation.
2. Preferential point system (PPPFA): 80 points for price and 20 points for specific goals, as stipulated on MBD 6.1.

The municipality does not bind itself to accept the lowest quotation or the highest-scoring bidder.

Appointment of a panel of maximum three (3) firms of attorneys to render debt collection services as and when required.

Contract period: 36 months.

Procured under Section 110 of the Municipal Finance Management Act, 2003.

Tender document fee: R880.00, non-refundable, payable in cash or debit/credit card only.

Eligibility:

• Must be registered on the Central Supplier Database (CSD).
• No award to a person in the service of the state, or a juristic person with any director, manager, principal shareholder, or stakeholder in the service of the state.
• No award to an advisor or consultant contracted with the municipality or municipal entity.
• Must provide a valid Fidelity Fund Certificate for all directors/partners.
• Must provide proof of municipal account not in arrears for three months (or lease agreement with landlord's account) for business premises and directors' residences.
• Joint ventures must be registered on CSD as a joint venture and submit a Joint Venture Agreement.

B-BBEE: Preference points claimed via MBD 6.1 (80/20 system).

No award will be made to a person who is not registered on the Central Supplier Database, who is in the service of the state, or who is an advisor or consultant contracted with the municipality or municipal entity.
