The trans-caledon tunnel authority (tcta) requires a professional service provider to review, update, and develop eight discipline-specific technical competency dictionaries with proficiency tables aligned to its competency model and framework, over a fifteen-month contract. The scope covers eight divisions, including hr&od, cso, company secretary, cro, ewss, internal audit, CFO, and oceo, with deliverables including virtual workshops, draft and finalised dictionaries on excel, and project management reports. Bidders must have completed at least three competency design or development projects in the last ten years and provide two key personnel with specified experience; the bid is evaluated in five stages with a minimum functionality score of 59 out of 90 points required to proceed.
Company experience: Minimum three (3) completed competency design/development projects for clients in the last ten (10) years; submit at least three signed reference letters on client letterheads or complete Annexure A. Less than three references scores zero.
Key personnel: Provide a lead competency developer with minimum five (5) years' experience and three (3) completed projects in the last five (5) years, and a supporting competency developer with minimum three (3) years' experience and two (2) completed projects in the last five (5) years. Submit comprehensive CVs aligned with Annexure B or complete Annexure B; failure results in zero for key personnel criteria.
Functionality threshold: Achieve a minimum of 59 out of 90 points (65%) in Stage 2 functionality evaluation to proceed to price and B-BBEE evaluation; scoring covers company experience (20), lead developer experience (20), lead developer projects (15), supporting developer experience (20), and supporting developer projects (15).
Mandatory pricing schedule: Submit the detailed and itemised pricing schedule per Annexure C; failure to submit results in disqualification. Do not modify or reproduce the pricing schedule. Prices must be firm, in ZAR, exclude VAT (show both excluding and including), and include all disbursements.
B-BBEE evidence: Submit a valid B-BBEE certificate from a SANAS-accredited agency, or a sworn affidavit for EME/QSE meeting Annexure G requirements. B-BBEE points (out of 20) follow the 80/20 preference point system: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, non-compliant = 0.
Submission requirements: Hand deliver one physical original in English (master copy) and one electronic copy on unencrypted USB in PDF to TCTA, Building 9, Byls Bridge Office Park, Olievenhoutbosch Rd, Centurion, 0157, marked with RFB No: 056/2026/HROD/DICTIONARIES/RFB, by 29 October 2026 at 11:00.
