Summary
Acsa requires a single service provider to perform fault finding, servicing, repair and testing of civil equipment, and to supply and deliver mechanical spares and parts, at bram fischer international airport in bloemfontein. The work is on an as-and-when, task-order basis under an nec3 term service contract for a period of five years. Bidders must price on the prescribed schedules, which are VAT inclusive with VAT shown separately, and failure to use the schedules may disqualify the bid. The most consequential consideration is that all work is instructed via task orders and payment is only for completed and closed work orders, so bidders must be able to mobilise on demand and maintain the required insurance, OHS and permit compliance throughout.

Evaluation Criteria
Source: RFQ8796-SERVICING OF CIVIL EQUIPMENT AT BRAM FISCHER AIRPORT 1.pdf (TENDER)
Evaluation stages
Stage 1: Test for responsiveness — compliance with the conditions of tender, complete and signed documents, and no material deviation.
Stage 2: Mandatory administrative criteria — CIDB contractor grading of 1ME or higher; attendance of the compulsory briefing and compulsory site inspection at Bram Fischer International Airport; fully signed Form of Offer (Section C.1).
Stage 3: Functionality evaluation, scored out of 100.
Stage 4: Price and preference, under the Preferential Procurement Regulations 2022.
Stage 5: Objective criteria evaluation.
Functionality (100 points)
Minimum qualifying score: 90 out of 100. Bidders below this threshold are not evaluated further.
Company experience: 20 points. No reference letter submitted = 0; one letter = 15; two letters = 20.
Comparable work means servicing or repair of civil equipment. Proof must be reference letters or completion certificates on the client's official letterhead, with the client's email address and telephone number, a clear description of the work, and start and completion dates. Purchase orders and letters of award are not accepted. Once-off completed projects count.
Site Manager: 25 points. Qualification — National Diploma (NQF 6) in Mechanical Engineering = 15, no qualification or below NQF 6 = 0. Experience — 2 years or more post-qualification in project management, contract management, staff management or inventory management = 10, less than 2 years = 0.
Diesel Mechanic Artisan: 25 points. Qualification — Trade Test in Diesel Mechanic = 15, none = 0. Experience — 2 years or more post-qualification servicing or repairing civil equipment or heavy-duty machinery = 10, less than 2 years = 0.
Millwright Technician: 30 points. Qualification — Trade Test in Mechanical Engineering or Millwright = 15, none = 0. Experience — 2 years or more as an artisan or technician servicing or repairing civil equipment or heavy-duty machinery = 15, less than 2 years = 0.
Key personnel must be supported by CVs and relevant qualifications, with the relevance of each individual's experience to servicing or repairing civil equipment clearly indicated and start and end dates of experience stated.
Price and preference
Preference point system: 80/20, for bids at or below R50 million.
Price carries 80 points, calculated as Ps = 80(1 − (Pt − Pmin)/Pmin), where Pt is the price of the tender under consideration and Pmin is the lowest acceptable tender price.
Preference (specific goals) carries up to 20 points. Failure to meet the specific goals and submit proof scores zero for that goal; the bid is not disqualified on that basis alone.
Company majority owned by people with disabilities = 5 points.
Proof for preference points: an original or certified copy of a valid sworn affidavit, or a B-BBEE certificate from a SANAS accredited rating agency. A joint venture must submit a consolidated B-BBEE certificate from a SANAS accredited agency.
Award goes to the highest points scorer unless objective criteria justify award to another bidder; if no bidder meets the objective criteria, the highest points scorer is awarded.
