Maintenance, repairs and emergency call-out on critical mechanical and electrical systems across four council for geoscience site groups — hq HVAC, hq electrical, bellville and nbcd — over a three-year term. Bidders price each site group separately in an excel bill of quantities, completing only the yellow-highlighted cells, with a 20% provision for spares and variable costs and a 6% annual escalation linked to cpi. Emergency call-out labour is quoted at hourly rates for engineer, technician and technician assistant, plus a per-kilometre travel rate that applies only to emergencies. The bid closes on 28 october 2026 at 11:00.
Key Requirements
Pricing schedule: Complete the Excel bill of quantities, entering prices only in the yellow-highlighted cells; the pricing summary sheet must be signed, dated and show the bidder's name and signatory's position.
Site groups: Price four site groups separately — A. HQ HVAC, B. HQ Electrical, C. Bellville Mechanical & Electrical, D. NBCD Mechanical & Electrical — each with minor and major maintenance items at stated frequencies.
Spares and mark-up: Include a 20% provision for spares and other variable costs on the maintenance cost, and quote mark-up percentages for spares and unlisted services by value band: R0–R9 999; R10 000–R49 999; R50 000–R99 999; R100 000–R499 999; R500 000 and above.
Escalation: Year 2 total = Year 1 total × 1.06; Year 3 total = Year 2 total × 1.06; the 6% is indicative and will be linked to CPI.
Emergency rates: Quote hourly rates for engineer, technician and technician assistant for normal working hours, overtime on normal working days and Saturdays, and overtime on Sundays and public holidays; also quote a travel rate per kilometre that applies only to emergency call-outs.
Arithmetic errors: Line-item total governs over unit rate × quantity; if a decimal point is misplaced, the quoted line-item total governs; if errors arise from checking or addition, the total of prices governs and the bidder may be asked to revise selected item prices; no price changes after closing.

Year 2 total = Year 1 total x 1.06; Year 3 total = Year 2 total x 1.06. The 6% escalation is indicative and will be linked to the CPI.
Rates are inclusive of labour, tools, health and safety requirements, travelling and any other applicable charge per service.

Spares and variable costs
Provision for spares and other variable costs is calculated at 20% of the maintenance cost.
Mark-up percentage for spares and services not listed on the BoQ is quoted per value band: R0 – R9 999; R10 000 – R49 999; R50 000 – R99 999; R100 000 – R499 999; R500 000 and above.

Treatment of arithmetic errors
Where a line-item total differs from unit rate x quantity, the line-item total governs and the unit rate is corrected.
Where the decimal point in a unit rate is obviously misplaced, the quoted line-item total governs and the unit rate is corrected.
Where the addition of prices is wrong, the total of the prices governs and the bidder will be asked to revise selected item prices to reach the quoted total.
No bidder may change total quoted prices after the bid closes.

Arithmetic errors in the bid price
A line-item total that differs from unit rate x quantity: the line-item total governs and the unit rate is corrected.
An obviously misplaced decimal point in a unit rate: the quoted line-item total governs and the unit rate is corrected.
An error in the addition of prices: the total of the prices governs and the bidder is asked to revise selected item prices to reach the quoted total.
No bidder may be given the opportunity to change total quoted prices after the bid closes.
