• The scope includes three distinct evaluations: an end-term assessment for the 2020-2025 strategic plan, a 30-year democracy review since 1994, and a mid-term report for the 2025-2030 plan. • The project leader must have at least a matric qualification, have conducted a minimum of 5 programme evaluations, and played a lead evaluator role in at least 3 evaluations. • The bidding company must demonstrate at least two years' experience in conducting programme evaluations. • Bidders must submit a detailed project plan outlining activities per the scope and previous evaluation reports to demonstrate report writing skills. • The evaluation uses an 80/20 preference point system, with a technical phase requiring a minimum score of 60 out of 100 points to proceed to the price and b-bbee phase. • Suppliers must be registered on the central supplier database (csd), and quotes must be valid for 90 days from the closing date of 30 july 2026. • The contract duration is nine months, with specific milestones to be reached within this period.
